Hyderabad: Sometimes folks are so induced with their actions that they don’t even accept their guilt, and so often they even try to justify it. At times when they lose all covers, they try to search solace in blatant lies.
Its seem similar with Hyderabad city police from their submission to the State Human Rights Commission on the complaint against its officers for harassing, torturing and fabricating terror cases against Muslim youths.
In a shocking reply and an obvious lie before the commission on January 29, 2013 Hyderabad Commissioner of police, Anurag Sharma stated, “No Muslim youth person was detained illegally, nor tortured nor harassed by the Task force and SIT (special investigation team) police of Hyderabad city.”
Hyderabad police submission in SHRC
Hyderabad police made this deplorable reply on the Complaint No. 1791 filed by Civil Liberties Monitoring Committee to the State Human Rights Commission in 2007 when the sporadic arrests and illegal detention of Muslim youths began after Mecca Masjid and other twin blasts in the city.
This case in SHRC was long delaying as the city police never took seriously allegations leveled against them of torture and illegal detention of Muslim youths and branding them as terrorists. In 2007-08 hundreds of Muslim youths were arrested in the name of cracking terrorism in the city.
All of them were acquitted by the honourable courts. Two chief ministers of Andhra Pradesh had to tender an apology to Muslim community for ‘bias and prejudiced attitude’ of its police force.
Even 20 Muslim youths who were branded as terrorists, gone through third degree torture and spent nearly 2 years in jail were awarded 2 lakh compensation amounts and 50 others who were in illegal detention were given Rs. 20,000 by the state Government acknowledging the khaki terror.
Government in its compensation order stated, “Government after careful examination hereby accord Administrative Sanction for an amount of Rs. 70.00 Lakhs (Rupees Seventy Lakhs only) towards expenditure to be incurred in connection with Confidence Building Measures and Compensation for 20 cases affected in Mecca Masjid Bomb Blasts in 2007.”
But Hyderabad city police still feel adamant in accepting its illegal actions. After right wing Hindu group activists were nabbed by CBI and then consecutively by NIA city police left red faced for their unprofessional investigation and tried its best to distance itself from the arrests and illegal detention of Muslim youths.

CLMC has reacted strongly against the statement of the Hyderabad Police Commissioner and termed his reply to SHRC as a ‘bundle of lies.’ CLMC Jt. Secretary Kaneez Fatima said that the commissioner of police is doing it in a desperate attempt to protect some sections of officers who carried out flawed investigation in terror conspiracy cases.
Fatima also added that the Commissioner, by doing so, is negating his official responsibility, and misguiding and misinforming SHRC. She wondered whether police commissioner is denying what the government has already accepted and tendered an apology for same.
CLMC city convener Syed Qutubuddin Masood said, “Commissioner of Police reply is a slap on Muslim community, that on one hand government is pretending to heal the wounds and on the other side its police is rubbing its salt.”
Masood said that the Commissioner’s statement raises doubt on his own intelligence on ground reality.
CLMC has strongly condemned the Commissioner Police negligence and a deliberate lie to the commission.
TwoCircles.net scrutinized several legal documents to counter the claim of Hyderabad police that no Muslims youths were tortured, harassed, or illegally detained in false terror cases neither by its task force nor by SIT.
Scores of Muslim youths were arrested in three different cases, Cr. case no. 75,100,198/2007 registered in one police station of Gopalapuram. All these cases were related to some fictional ambiguous conspiracies, police related these cases to investigation in Mecca Masjid bomb blasts case, and presented Muslim youths of Hyderabad arrested in this terror conspiracy cases and made them look involve in the blast case.
To expose police claim that there men in SIT and Task Force were not behind in the illegal terror arrests, here we present one of the many letters sent by special investigation cell of Joint Commissioner of Police asking Muslim youths to present themselves before the cell for interrogation related to Mecca Masjid blasts.
Further here is the Remand case diary prepared by SIT for case no. 75/2007.
In the above given remand case diary Special Investigation Team states out a conspiracy in which Hyderabadi Muslim youths were planning to wage war against Asiatic powers which is in peace with India. All the Muslim youths in the above case were acquitted as it turned out to be fake terror conspiracy prosecution.
Dr. Ibrahim Ali Junaid, one of the victims of this fake conspiracy theories and flawed police investigation in Mecca Masjid blast, told TCN that the reply of Commissioner of police in SHRC is completely false. He said, “I along with other youths were kept in illegal detention and tortured for several days,” adding, “Hyderabad police was never serious regarding blast investigation. It is when the CBI took the case we got some justice. All the officers who tortured including three IPS officers are now being promoted. I am not surprised police has denied this, they will keep on denying heinous sins they had committed.”
In fact Dr. Junaid has given a sworn statement to SHRC detailing his illegal arrest and torture by Hyderabad police task force.
Syed Imran Khan, who was an engineering student and a part time bank employee of ICICI at the time of his arrest, was charged by SIT of bringing 10 kg RDX in Hyderabad. Imran Khan was tortured and illegally detained for one week by city task force. He had to spend 2 years in prison for no fault of his. He was accused in case no. 100/2007 concocted by SIT, but later he was acquitted by the court and RDX was never been found.
Here is the charge sheet of case no.100/2007 in which Imran khan was accused, prepared by SIT.
In the above charge sheet one can clearly see that the SIT claim that 10 kg RDX was brought in Hyderabad from Bangladesh and it also stated that Muslim youths accused in this case are liable for punishment under serious sections which could carry have carried death penalty. Moreover it is signed by none other than SIT inspector G. Srinivas.
Imran Khan, speaking to TCN, said that Hyderabad police booked this cases and arrested Muslim youths in such a way to fool the public that they were investigating Mecca Masjid blast case, but in reality they were just harassing Muslim community so they don’t raise voice for sincere investigation in Mecca Masjid blasts.
Imran said that it was the Task force which arrested him and kept him in illegal custody and then handed over to SIT for interrogation and torture. On the statement of the commissioner of police, Imran added, “Hyderabad police was biased from the beginning. If they had investigated the case sincerely then many innocent youths would not have been arrested.”
Here is another copy of remand case diaries from the same criminal case of 100/2007 which contains statement of YTR. Prasad, SIT inspector, who pitched a story, based on the ‘confession’ statements given by Hyderabadi Muslim youths to SIT that they got links from PoK to Bangladesh. SIT was unable to prove even a single charge against those Muslim youths in the court of Law.
Even the unwarranted narco-analysis test done on these youths has its final report addressed directly to the Joint Commissioner Special Investigation Cell.
This above Narco test in its results stated that theses Muslim youths were ISI agents and carried out Mecca masjid bomb strike. But interestingly this Narco analysis test also turned out to be bogus, and the Dr. S. Malini who conducted the above tests was suspended for fabricating certificates in another Narco test.
Coming to another case 198/2007 in which majority of Muslim youths were arrested, which was framed and prepared by Task Force and SIT. Below is the FIR of this case prepared by then Task Force Inspector Ramchandran.
In the above FIR, SIT inspector Ramchandran literally scripted the whole case, even before the investigation started. He even stated that HuJI militants in their camp in Bangladesh distributed ice creams after Mecca Masjid blasts.
Ramchandran was the kingpin behind booking of false cases against scores of Muslim youths. Interestingly he was arrested by ACB and was later suspended. But soon his service was restored considering his past ‘achievements’ and he was promoted to the post of ACP. One month back he was promoted again, now he is Additional DCP. After handling of Mecca masjid case and arrests of Muslim youths, in just five years he was raised from the post of Inspector to Additional DCP. Government for sure has put up lesson orientated precedent in Ramchandran case for junior police officers to follow.
If all this were not enough for the Hyderabad commissioner of police, TCN is also presenting the signed affidavit filed by two central crime station inspectors and two SIT inspectors responding on the writ filed by terror arrest victim parents. Later children of these petitioners were awarded compensation for illegal detention, torture and for prosecution in fabricated cases.
There is also Advocate Ravichander report on torture and illegal detention of Muslim youths, which was leaked by TwoCircles.net, but never been officially released by the Congress Government as it has implicated its police officers of using third degree, indulging in worst kind of human rights violations, and not following Supreme Court guidelines for arrest and detention.
Advocate Ravichander in his report said, “We live in troubled times. The state is not only responsible to maintain law & order but it also carries the onerous responsibility of maintain peace and ensuring a certain degree of confidence in the mind of the citizens. Custodial violence strikes at the very roots of the rule of law. As apex court observed in 1996, ‘custodial violence is a matter of concern. It is aggravated by the fact that is committed by the persons who are supposed to be the protectors of citizens. It is committed under the shield of uniform and authority in the four walls of police station; it is a matter of deep concern for a free society.’
World today is faced with great challenge to fight terrorism. Step to erase it must lead to preventing terrorism not strengthen it. Policing the police is an alarming social concern. No civil society can permit arrest/detention without a law.”
One can only hope that above words strike the ears of Hyderabad Commissioner of Police who is living in fool’s paradise assuming that his department is immune to accountability.
