By TwoCircles.net Staff reporter,

Lucknow: The indefinite dharna of Rihai Manch (Forum for the Release of Innocent Muslims imprisoned in the name of Terrorism) outside the UP Assembly completed three months today.

Since May 20 Rihai Manch is on indefinite dharna demanding arrest of police officers involved in Khalid Mujahid's murder, issuing the RD Nimesh commission report and action report, and the immediate release of innocent Muslim youth imprisoned in the name of terrorism.

Anusha Rizvi speaking

Chairman of the Rihai Manch Advocate Mohammad Shoaib has exprssed his shock on the fact that the state government did not even bother to talk to protestors, which also included the families of victims. He added that they are willing to continue demonstration till their demands are met.

Renowned documentary film maker Anand Patwardhan, who extended his solidarity by participating yesterday in the programme, took a dig at the Hindutva forces and said that those who claim to end terrorism are the ones actually encouraging terroism in a different garb.

A day earlier famous film maker, director of Peepli Live, Anusha Rizvi alleged that the preparation for the 2014 general elections have begun from Gaya, referring to the recent blasts at Buddhist temple.

On the occasion of Eid, Rihai Manch had organised a public hearing on the theme “where are the pride sons of the nation” on the 67th Independence Day outside the Uttar Pradesh Assembly, where family members of those Muslim youths who have been behind bar on ‘fabricated’ terror changes, where they pleaded for justice.

Khalid had died under mysterious circumstances on his way back from Faizabad near Ram Sanehi Ghat on May 18. He was declared brought dead by the doctors at district hospital in Barabanki. Later, on the complain of his uncle Zahir Alam Falahi, a case was registered against 42 police officers including former DGP Vikram Singh, ADG Brijlal and others who were on duty during the time of Khalid's arrest.

Anand Patwardhan speaking in Rihai Manch

Khalid along with Tariq Qasmi was arrested by Special Task Force (STF) on 20 December 2007 from Barabanki. Huge explosives were also shown as recovered from his possession. STF claimed that he was involved in the serial blasts which occurred in Gorakhpur, Faizabad and Lucknow. Later, Nimesh Commission was constituted headed by Justice R D Nimesh who in its report raised fingers over STF's claim about the place of arres.
Khalid’s family and civil society groups are demanding CBI probe into Khalid’s custodial death and has compared his case with the fake encounter of Ishrat Jahan by the Gujarat Police. They have also questioned the role of the IB.

Rihai Manch is leading a sustained demonstration against the UP government for last three months now demanding actions on its poll promise of releasing innocent youths languishing in jails in fabricated terror charges. As the holy month of Ramadan is in progress, Manch also makes arrangements for iftar and prayers.

Several rights groups and and politicians, including Prakash Karat, Subhasini Ali and other left leaders have also expressed their solidarity with the Manch demonstration and on different days made token participations.

By TCN News,

Aligarh: A meeting of different organisations was held at camp office of Sir Syed Awareness Forum on the situation arising out of military crackdown in Egypt. Presiding over the meeting Dr. Shakeel Samdani, President (SAF) expressed his deep anger and anguish over complete silence of world community over the events in Egypt.

Dr. Samdani said that the military regime has unleashed the terror in Egypt and is killing innocent peaceful protestors who were protesting against the dismissal of lawfully elected government of Dr. Morsi. He said that everybody has a right to express his view including peaceful demonstrations in a democratic society. But Egyptian Army under General Al Sisi has crossed all limits of brutality. The children of very senior most Ikhwanul-Muslimeen leaders including a young daughter of 17 years have been brutally killed by army and Egyptian police.

Dr. Shakeel Samdani (addressing), Mr. Arif, Dr. Obaid Iqbal and Ahmad Usmani

Even the grandson of Shaheed Hasan Al Banna has been killed. According to official version of new military government at least have been killed and 3700 injured. But the independent observers and Ikhwanul-Muslimeen have said that about 5000 peaceful demonstrators have been killed. He said that the west speaks of democracy, freedom and Human Rights but prefers dictators particularly in Muslim countries. Military intervention has caused the violations of democratic principles and the UN charter.

Dr. Shakeel Samdani while criticising the United Nations and other democratic governments of the world said that their reactions are very mild and they seem to be only lip service except a few countries of European Union, especially France and Germany and the lone Islamic country Turkey. He also vehemently criticised the Western media for ignoring massacre and blatant violation of Human Rights in Egypt. He urged the govt of India to lodge its strong protest with Egyptian govt by recalling its ambassador from Egypt and expelling Egyptian Ambassador from India.

Dr. Obaid Iqbal Asim, Secretary, UP Rabita Committee said that a new Pharoah Al Sisi has been born in Egypt. He along with interim President Adli Mansoor have crossed all limits of brutality. Children including kids, veiled women, and people offering prayer and making dua are being killed by military and police which is unparallel in the world history.

Senior Member of Amnesty International and In charge of PUCL Aligarh Chapter, Dr. Mohib-ul-Haq of Aligarh Muslim University said that the US and the West do not want to flourish democracy in Muslim countries and they always try to dislodge elected governments in Muslim states. He condemned the suppression of peaceful demonstrators and massacre of thousands of civilians and urged the Human Rights Organisations to come forward and denounce severe violation of Human Rights in Egypt. Secretary, Sir Syed Welfare Society (Jaunpur), Shahnawaz Khan said that whatever is happening in Egypt is painful and the democracy loving people of India should protest outside Egyptian and US Embassies.

Mohd. Arif, Chairman, Association of Minority Action for the Nation (AMAN) said that General Al Sisi has murdered democracy in Egypt and the Indian govt should lodge a strong protest with the Egyptian govt for suppressing democratic aspirations of Egyptian people. Ahmad Usmani, Convenor, Welfare Party, Aligarh said that these incidents reflect global conspiracy against Muslims and Islam.

Secretary, SAF, Mansoor Ilahi said that massacre in Egypt should not be viewed from religious angle. Rather it is the murder of humanity. Eliminating a democratic elected govt is against all civilised norms. It should not happen anywhere in the world including Egypt.

Besides the above speakers Nizamuddin, President, Aligarh Madarsa Association, Haji Aslam Ansari, Vice President, Aligarh Udyog Vyapar Pratinidhi Mandal, Anwar Ali, Advocate, Secretary, Aligarh Educational and social development, Naseem Shahid, Patron, UP Urdu Teachers Association, Shoaib Ali, Ex Cabinet, AMU Students Union, Danish Iqbal and Abdullah Samdani expressed their views.

They also urged all the Muslims of the world to observe August 23 (Friday) as Yaum-E-Dua (The Day of Dua) for Egyptian people and the world at large.

At the end of the meeting a resolution was adopted unanimously. The meeting:

1. Condemns the suppression of peaceful democratic demonstrations and massacre of thousands of the civilians in Egypt in addition to high number of serious injuries, illegal detentions and tortures of civilians,
2. Condemns the illegal arrest and detention of President Mohammad Morsi and other leaders,
3. Calls for the immediate resignation of the government in power who supported Al-Sisi coup d’ etat against Dr. Morsi,
4. Demands for the immediate Release of Dr. Mohammad Morsi and other leaders including illegally detained Egyptian civilians,
5. Calls for the immediate lifting of National Emergency in Egypt,
6. Demands that the international community should establish criminal trial court against Al-Sisi, other coup leaders and personnel involved in massacre, and
7. Urges the Government of India, the United Nations and European Union for taking appropriate measures at the international level to protect the lives and rights of the people in Egypt in addition to holding free and fair elections at the earliest.
8. Urges the govt of India to recall its ambassadors from Egypt and expel Egyptian Ambassador immediately.

Guwahati: The Government of Assam launched a state-wide promotional campaign to showcase the Centre’s ambitious Food Security Scheme at the grassroots coinciding with the birth anniversary of former Prime Minister Rajiv Gandhi at a function held at Sarusajai Sports Complex here on Tuesday.

Addressing a huge gathering, Chief Minister Tarun Gogoi said, "We will roll out the Food Security Scheme from November 19 coinciding with the birth anniversary of former Prime Minister Indira Gandhi. In Assam, about 2.25 crore people from around 40 lakh families will benefit from the scheme.”

Assam chief minister Tarun Gogoi and other ministers during the launching of publicity campaign of Food Security Bill in Guwahati on Tuesday.

Chief Minister Gogoi said the ordinance on food security would help battle malnutrition and hunger. “One should not oppose the scheme for opposition’s sake. One has to understand the pangs of hunger to realise how important the scheme is for the poor segments of the society,” he said, adding, “Our Governments at the State and at the Centre are more concerned about the poor and have taken up different schemes for their welfare.”

Terming it a "dream of top leadership, including Sonia Gandhi, Prime Minister Manmohan Singh and Rahul Gandhi”, Gogoi said the Government would have no difficulty in implementing the scheme because of self-sufficiency on the food front. “There was a time when we had to import food grains from the US. But now our country has attained self-sufficiency on the food front, thanks to the hard work of our farmers.”

The Chief Minister said the day is not far off when the country would see shelter becoming a right after the Right to Education and Right to Food. “In our State we will launch a scheme ensuring shelter to the rural and urban poor,” he said.

Gogoi sought the cooperation of one and all for smooth implementation of the Food Security Scheme in ‘letter and spirit’.

Speaking on the occasion, Minister for Food and Civil Supplies, Dr. Nazrul Islam said the State Government would roll out the scheme from November 19 with an aim to cover about 2.25 crore people across the State. "From the rural areas, around 84.17 per cent of the people will get the benefit, while it will be about 60.35 per cent in urban areas. Altogether 2,52,18,000 persons will be benefited," Islam said.

Islam said there would be no difficulty in preparing the list of beneficiaries as the State has already 7.04 lakh beneficiary families under Antodoya Scheme, 20 lakh beneficiary families under Chief Minister’s Anna Yojona and over 12 lakh BPL families. “All these families together form about 40 lakh families who are likely to benefit from the Food Security Scheme,” he added.

As per the revised schedule, the last date for receipt of application has been fixed on August 27, 2013.

"The list will be displayed on August 30, 2013. From September 2 to 9, 2013, the claims and objections will be received. From September 9 to 26, 2013, the hearing of the claims and objection will be done. From October 3 to November 4, the lists will be approved by the authorities concerned," said Islam.

Islam said the Chief Minister had set up a Group of Ministers headed by Minister Prithibi Majhi to monitor proper implementation of the scheme. “Guidelines have been framed for implementing the scheme. Instructions have been issued to deputy commissioners to prepare a list of beneficiaries whose incomes do not exceed Rs 1 lakh a year. We have to ensure that genuine beneficiaries are included in the list. People have to be made aware of the benefits of the scheme,” he said,

As per the scheme, rice will be available at Rs 3 per kg, while wheat and coarse cereals will be offered at Rs 2 and Re 1 respectively for each kg. The Food Security Scheme also has benefits for pregnant women and children between six months and 14 years of age.

Bhubaneswar Kalita, MP said the ambitious scheme, a revolutionary initiative of the UPA Government, would ensure food security and food guarantee to the poor and weaker sections of society. “It is the responsibility of one and all to ensure that no one goes without food,” he added.

Avinash Pande, MP said the country attained political freedom 67 years ago but the Food Security Ordinance would now ensure economic freedom for the people of the country.

Study on communal bias of police in Karnataka

$

By Shabeer K. (Translation: Arif Kudroli),

Banglore: Shashvatha Shankitaru, the kannada version of a study report, Permanent Suspect that reveals the framing of Muslim youths under false terror charges across Karnataka and the agenda behind the conspiracy was released recently

Sthuthi Publication and Information Trust published the Kannada version, translated by Hayavadana Upadyaya.

The study highlights the fact that Indian State that is in its effort to choose a new enemy in the country and to divert the minds of citizens from its not so people friendly policies has given a new imagination for Muslim terrorism. Earlier its imagination was minimal to show the Muslim terrorists with symbols like beard, hanged guns on their shoulder and covered their faces. However, now this imagination has changed and the Muslim youths who are highly qualified and pursuing modern technical educations are also targeted. The report says that an imagination was being created that these youths could establish anti national organizations locally.

The old concept, according to which uneducated and lower class people of Muslims can only indulge in Jihadi violence is being changed and a new type of fear is being instilled that ‘Islamic Terrorism’ could be come from any class of Muslims irrespective of rich and poor, elders and young.

The good instance for this is the recent arrests in Bangalore and Hubli where both the youths from high Muslim families and common youths who engaged in works like building demolition were there. In this way, an illusion is being created that highly qualified youths were plotting attacks while lower class youths implement these plans.

The report mentions about the two youths Iqbal Ahmed Jakathi and Imthiyaz Ahmed, who came out cleared from all the charges against them in court. Their case was very example before us to the fact that how police trap innocents in their prey. Jakathi was a columnist and working in an auto mobile company. Imtiyaz Ahmed was vice president in a social organization.

Jakathi had left for dubai to earn more and had returned to the country to cooperate with police enquiry when they suspected his involvement in Hubli terror conspiracy. Police had told him over phone that his friend was telling about his involvement in the blast, so he could come to the country and could return to Dubai after giving some statements.

Once reaching Mumbai airport, Jakathi realized that he was deceived by police, who were waiting to detain him soon after his arrival to the country. Visual Media ‘covered’ breaking news about ‘the arrest of Master mind of Hubli blast conspiracy. Ultimately, Jakathi was not charged with Hubli blast case, but was trapped in Belguam blast conspiracy case.

Imtiyaz Ahmed was, earlier, illegally detained and pressurized to become witness for a car theft case. However, later he was also framed in Belguam APMC blast case. Now both of them are cleared from all the charges, still they are living a life of boycotted condition in the society.

A total of eleven Muslim youths were framed in the case and all of them have, now, been released with the session court judge Bala Krisna declaring them as innocents and that no evidence before court to prove their guilty.

Ironically police had also framed some of these people in a saffron flag burning case which took place before one year to their arrest during a protest. Moreover, they were even charged with black law like UAPA relating to this paltry incident and it clearly shows the biased attitude of police.

According to the report, Allah Bakshi Yadvad, a MBBS student from Hubli was arrested under Hubli Blast Conspiracy Case in 2008. He is the son of Waliullah Yadwad, working in railway and was then president of SWR Mazdur Union.

Allah Baksh was charged under sedition law and accused of attending a meeting held to wage war against the country. He has also been charged under UAPA. The physical evidences against him were two books that police seized from his house. One was the book of Maulana Moududi, Understanding Islam and another one was an Arabic grammar book. These books are available in any Islamic book stall.

The report also highlights about tardiness of Indian judicial system and bias against Muslims. The trail of Allah Bakshi, who was arrested in 2008, began only after three years in 2011 and police continued adding witnesses against him and their total number has reached 350.

Witnesses are not summoned by police and judges do not bother to question police about this. However, the case of earlier mentioned judge Balakrishna was special. He pressed police to dispatch summons for all the witnesses of Belguam conspiracy case and finished the trail within five months taking the case for hearing.

Wahid Husain from Hubli who was held recently in Bangalore blast conspiracy case was accused of supplying finance for the conspiracy. According to his brother Rajid Bakshar’s statement in the report his brother Wahid had bought Rs. 5,00,000 bank loan for his study and Rs. 80000 from his relatives.

He went to Bangalore in search of a job and residing at a room in J.C.Nagar with his friends. Rajid asks how a person who even do not have job could finance a terror conspiracy. When Rajid brought this knowledge before some media police twisted the charge against Wahid and the accusation of conspiring to kill Bajarang Dal leader from Hubli Ganu Jattarkar and others was made against him.

According to the report, every terror related arrest resembles kidnap and police never bother to follow any etiquette mentioned in law. Some police with communal minds highlights the religious symbol of Muslims during the arrest. According to a statement of a person, whose innocence was later proved in court, police had forced him to wear religious cap during the arrest. According to the report, such type act by police is to show that there were link between being a Muslim and being a terrorist.

It also says that police intentionally imposes the black laws like UAPA against Muslim youths to harden the chances of getting bail in court. They additionally include witnesses in their effort to prevent bail to the suspects. An instance of four youths who are under trails in different jails still after 19 years of arrest is given in the report.

Among them the story of Samshudding was saddening. He had been to Mumbai to seek a job when he was just 21. He got in touch with Dr. Jalil Ansari through a doctor from Gulbarga when he asked help to get residence in the city. Dr. Jalil Ansari was arrested under the charge of Hyderabad Blast Conspiracy in 1994. Samshuddin was arrested for his link with Dr.Ansari.

After the arrest, his mother died with hunting grief of her son. Samshuddin was finally able to reach his house after the efforts of several people in order to get him attended to last rituals of his mother. But he could not see the body of his mother since it was already buried on his arrival.

Rambling to solve brother’s case, his elder brother Aminuddin suffered from diabetes due to long stress and now he is bed ridden after coming under paralysis. When the family contacted then MLA and present Wakf Minister of Karnataka Kamarul Islam, they were warned not to meet him again on this subject.

Samshuddin was just 21 during the arrest and now he is 40 after spending 19 years. Even he has cleared from all the charges in court. Who would give those valuable times that he spent in jail?

According to the report, the suspects who were in the verge of getting bail by the court would be framed in other cases. Thus police destroy their life and make them to become disgusted about court hearings. The terror suspected are often framed in the incidents held in different states. This is the main reason to many youths from Karnataka to remain as Permanent Suspects in the jails of Gujarat and other states of the country.

The report says that it was not just coincidence that many terror arrests were taken place in Hubli and Belgaum in 2008 and it was benefitted by BJP with the hindu votes floated towards the party. It further says that police are using their informer networks to create a situation to put victims into their prey to help to make allegation against them.

In some instances, even though suspected youths come out of court cleared from all charges their community itself keeps them away, but this is not because of enmity. It is just with the fear that they may become victim of the system if they keep relation with them. In some cases, even though Hindu families showed sympathy towards the families of victims and expressed their trust that the youths were innocents, people of their own community did not meet them to console with them. This is a good instance of fear instilled on their mind by the state.

The study report concludes that the biased attitude of state has left a section of society to remain ‘Permanent Suspects’ in the state.

Co-operation not jingoism ikey to peace and prosperity in the region

By Aziz A. Mubaraki,

Some Sixty-five years ago, an undivided nation was carved out into two indistinguishable nations, India and Pakistan. This was indeed a winding up gesture by an indolent empire, in its period of decline. As apart from many other reasons World War II had broken the pecuniary standing of British Empire making it almost obligatory for the British policy makers to let go of India, for their own good.

But this division on the map led to mass exodus across the newly formed border. Families were set-apart, precious land was left behind. Strenuous journey to the new countries began with zilch, but with a hope for a better prospect, and the Mephistophelean bloodshed between all sides made it a tart memory for most that still live on.

Movement across the border was comparatively easy in the initial years till the war of 1965, which was a result of the botched attempt by Pakistan’s “Operation Gibraltar”, launched in August 1965, according to which Pakistan Army's 50th Airborne paratroopers and Pakistan Army's guerrillas, infiltrated into Jammu and Kashmir (yes, Kargil was not the first goof up), disguised as locals with the intention of fomenting an insurgency among Kashmiri’s.

However, the strategy went wonky from the beginning as it was not well-synchronized and the infiltrators were soon found that led to the first war between neighbours. After 1971, the trust insufficiency plunged even lower. Due to seclusion from each other and misinformation vending by hawks on either side, generations of Pakistanis and Indians have hated each other.

Despite it all, the sane population on both sides are favoring the meeting between Indian PM Dr Manmohan Singh and his Pakistani counterpart Nawaz Shareef that is tipped to happen in the U S soon. It is undisputable that nothing significant has come out in the past and I am not sure what else is going to come, if the meeting goes ahead. But as Mr. Nawaz Shareef made some token gesture that he means peace, and we should be exploiting it to our advantage.

whatever the outcome we must give peace a chance and engage in dialogues with the same neighbor we fought wars with, the same neighbor that media likes to label as our adversary, the same neighbor who has these days again taken prime seat as our enemy number one, while the “land grabbing” China and “Tamil killers” Sri Lankans shuffle along on second and third place.

And for this accomplishment, along with giving credit to some of the politicians on both sides and their blemished policies, we must also pay tribute to the media on both sides. For nothing impacts people’s feelings faster than a clip on television showing the evil Pakistani shelling and how it is out to get us - vulnerable Indians.

In fact there are two ways to easily gather a crowd and a following in this country - one way is to promote uniting for someone or something, the other way is to unite against someone or something. Unfortunately, the latter strategy seems to work improved than the former when it comes to our masses. Unite against some corruption, unite against rapes, unite against the mafia, unite against human Right Violations, against a politician – against America, against China and most importantly, against Pakistan.

Unfortunately, the discourse on India-Pakistan relations has been held hostage, since Independence, by military and militants on the other side, and fundamentalists and hawks in India. It’s time we figure out which direction we want to walk towards. We cannot be advocating dialogue between the two nations during the evening bulletin and then preachify hate later at night during talk shows.

If our media has collectively decided to be the more responsible one in this clash, then it should remain determined instead of joining the war-mongering bandwagon. When pointing fingers across the television screens at our neighbor, we must remain alert about our own response as well. Where a large chunk of our media outlets have been praised for their mature reaction compared to their counterpart, some of our “news” channels couldn’t help flare up the issue further either?

And this recipe could turn more disastrous than profitable in the long run. A tit for tat with the counterpart is no reason to brainwash millions into believing that all their troubles begin and end with Pakistan. Both nations are nuclear powers - one hopes any media, person, institution or group that calls for war or even casually mentions it’s possibility, also realizes the consequences of one in this day and era.

I firmly believe that the only way for normalization in relations between the two countries is through continuation of dialogues and people-to-people contacts. It is time that we move on, towards a pleasurable future and learn to cohabitate with our neighbors. It is also essential that the budget we have been spending on our defence purposes for the last 65 years should be diverted towards public developmental strategies. The common man won’t gain from petty politics or hostilities; hence why fill his mind with those notions when instead we could be uniting for some semblance of peace.

Indian Muslim leaders condemn the military actions in Egypt

They demand reinstatement of the elected President in Egypt.

By TCN News,

New Delhi: The All India Muslim Majlis-e Mushawarat, the umbrella body of Indian Muslim organisations, held a press conference on Monday at the organisation’s headquarters in New Delhi to express the Indian Muslim community’s reaction to the unfolding events in Egypt since 30 June this year.

Speakers said the 180-million-strong Indian Muslim community is one on condemning the military coup in Egypt and calling for the immediate restoration of the legitimate and elected President of Egypt.

Amir (President) of Jamaat-e Islami Hind, Maulana Jalaluddin Umari

AIMMM President Dr Zafarul-Islam Khan said that mobocracy has been used to unseat an elected President and his government in Egypt. Egypt’s so-called liberals, remnants of the Mubarak regime and the army in cahoots with the West, especially America, and Gulf states like Saudi Arabia, Kuwait and UAE, have nullified a legitimate government which is a bad omen for democracy in the region.

He said a ballot box result can be invalidated only by a ballot box result. The Egyptian army has now started wholesale massacres of the supporters of the ousted President to crush all opposition and this, without doubt, will push the country to a civil war on the lines of the neigbouring Algeria where too a popular mandate was nullified by the army in 1991 which resulted in a civil war which continues till date and has devoured close to two hundred thousand lives.

He said successive elections and a referendum during the last one year in Egypt, have proved that the Muslim Brotherhood enjoys the trust of the majority in Egypt and this is why we see millions of people still protesting in all big and small towns of Egypt since President Mursi was ousted on 3 July. He said any attempt to delegitimising the popular Muslim Brotherhood will only worsen the situation. Condemning the American, European and Gulf states’ policy of supporting a military coup, Dr Khan expressed his anguish that the Indian government has not taken a strong stand against the coup despite our clear policy of supporting democracy and human rights all over the world.

The Amir (President) of Jamaat-e Islami Hind, Maulana Jalaluddin Umari said that there is no solution for the Egyptian problem except by reinstating the elected President. He said the whole Indian Muslim community without any exception whatsoever supports President Mursi and demands his return to power without any delay.

Syed Shahabuddin, veteran community leader and former member of Parliament, said that with the exception of 1857, the British colonial rulers never even during the height of the freedom struggle commited such massacres as are being committed in Egypt these days. Jalianwala Bagh massacre, he said, was a dwarf compared to what is taking place now in Egypt. Yet, Jalianwala massacre became the turning point in the Indian struggle for freedom. He said army has ruled Pakistan for many years but even there it did not resort to such mass killings. He condemned the Indian government’s lukewarm expression of “regret” toward the events in Egypt. He said, I was sure that a new light would come out of Egypt under Mursi but that light has been snuffed out. He said India should place an embargo on Egypt, recall the Indian ambassador from Cairo and take the issue to the United Nations.

AIMMM President Dr Zafarul-Islam Khan making a point

Noted scholar Mufti Ataur Rahman Qasmi, chairman of the Shah Waliullah Institute, said we are pained especially by the stand of the Arab rulers towards the Mursi regime which was free from corruption and was working for the progress and emancipation of the whole region.

Welfare Party president Mujtaba Farooq supported the call for India to recall its ambassador from Egypt in order to effectively demonstrate its displeasure at what it taking place there. He further demanded that India should stop all transactions with the Egyptian military government.

Noted political scientist Dr Javed Jamil said that America, which destroyed so many countries after 9/11, has now changed its strategy and it now wants to destroy countries through fomenting civil wars. He said the US wants to push Muslims fight each other by raking up the Shia-Sunni issue. He said the most condemnable and alarming aspect of the Egyptian crisis is the stand taken by some Arab rulers. He said that the least India can do if it really believes in democracy is to recall the Indian ambassador from Cairo.

Earlier in the day, Muslim leaders visited the Egyptian embassy in Delhi with a view to convey the feelings of the Indian Muslim community to the ambassador and deliver to him a memorandum to be forwarded to the Egyptian interim government. They had earlier on 14 August requested for an appointment but when they did not receive any communication from the embassy, they intimated the ambassador this morning that a small delegation will come to the embassy to have a short meeting with him. However, upon reaching the embassy in Chanakyapuri, the ambassador as well other officials of the embassy refused to meet the delegation which was told over phone to leave the memorandum at the window on the outer gate of the embassy which they did. The text of the memorandum is reproduced below.

By TwoCircles.net Special Correspondent,

Lucknow: In an attempt to benefit the minorities the state cabinet during its meeting on Tuesday took an important decision by earmarking 20 percent of target under various schemes for minorities. 85 schemes of 30 departments have been included under this scheme.

Uttar Pradesh Chief Minister Akhilesh Yadav today said that the state government was committed for the all round development of minorities (Muslims, Sikhs, Buddhists, Parsi and Jains). He added that for a very long time owing to the economic, social and educational backwardness, a need was being felt to provide all types of facilities to the minorities to enable their assimilation into the social mainstream.

It may be pointed out here that the Sachar Committee which was constituted by the union government has inferred in its report that 22.7 per cent of Indian population was poor and among them, people from the minority community specially the Muslims were in large numbers.

In the urban areas too, 38.4 per cent minorities, specially Muslims were far behind in comparison to other segments. This percentage is much more than that of the scheduled castes and tribes.

It was also found that the Muslims were not getting the required benefits of welfare schemes run by the government as per their population. The Sachar Committee had also recommended that such schemes be run and formulated that the minority community could come at par with other sections of the society.

Akhilesh said without the overall development of the minorities, Uttar Pradesh cannot progress. He pointed out that as per the census of 2001, the Muslim population in the state was 19.33 per cent and added that the percentage of minorities living below the poverty line in the country was 25 per cent.

To ensure that the minorities are given enough opportunities to come at par with the mainstream the need of the hour was to have a special scheme, the Chief Minister further elaborated. To give the minorities their due right, it has been decided by the state cabinet today to execute a scheme by earmarking 20 per cent of targets in various welfare schemes implemented by the State Government.

Under this scheme 85 schemes being implemented by 30 departments will be included. The Chief Minister said that keeping in mind the minority population it has been decided to earmark such schemes which benefit special population/area/ward/village/habitation in a specific localised area.

With this objective the scheme is being proposed to be implemented in those areas where the ratio of minority population is minimum 25 per cent. For example boring of handpumps, establishment of Anganbadi Kendras, construction of rural link roads and other rural infrastructure apart from this, individually benefiting schemes viz-various social pension schemes, housing for urban and rural poor, Kanya Vidya Dhan, free boring will also be included.

Such schemes which cover the whole population and are wide ranging will be kept apart from this scheme. This include highways, over bridges, canals, roads, power generation, universities, community health centres, universal immunisation and Janani Suraksha Yojana.

Under this scheme, minorities will not be provided any relaxation in the norms/eligibility of any particular scheme. The norms and eligibility of various schemes being covered under this scheme will remain as per the original format.

While providing the details of implementation and monitoring of the scheme (to be executed for the benefit of the minorities) the Chief Minister said that a committee would be constituted under the chairmanship of the Chief Secretary at the government level.

Similarly at the district level a committee would be formed under the chairmanship of the District Magistrate. With the objective of ensuring transparency and effective implementation of the scheme, two members of minority community would be nominated in each committee.

For transparency in the proposed scheme, an additional website in Hindi and Urdu would be uploaded at the state level. He said that the publicity of the benefits of the proposed new scheme would be ensured through attractive posters and handbills at public buildings like school, hospital, tehsil, bus station, railway station, apart from using the computer, electronic media and news papers.

By IANS,

Lucknow : After the Vishwa Hindu Parishad (VHP) refused to shelve its plans to perform an "84 kosi parikrama" or 84-km procession in Ayodhya, the Uttar Pradesh government Wednesday heightened security there and sealed boundaries in six adjoining districts, officials said.

The proposed 84-km yatra, to be undertaken by ascetics under the banner of the VHP, had earlier been banned by the state government.

Officials of the home department said that under no circumstance would the yatra be allowed. "Other than deputing extra security forces in the region, barricading the routes is also an option we are exploring," a senior official told IANS.

The government has also decided to deploy ten companies of Rapid Action Force (RAF) and 12 companies of the Provincial Armed Constabulary (PAC) in the area.

Inspector General of Police (Law and Orer) Raj Kumar Vishwakarma told IANS that orders have also been issued to prevent pilgrims and ascetics from other states from coming to Ayodhya.

Ascetics descending on the state to participate in the 84 kosi parikrama would be stopped at airports, railway and bus stations, officials said.

An elaborate security plan is also being chalked out by the DGP headquarters in Lucknow for the yatra, set to begin Aug 25.

The ascetics, however, upped the ante and said that there was no question of going back on the proposed yatra. Slamming the state government for the clampdown on Hindu religious people, Swamy Chinmayanand accused Chief Minister Akhilesh Yadav of working under pressure from his party's Muslim leaders.

He came down especially hard on the state's Urban Development Minister Mohammad Azam Khan, accusing him of "arm-twisting the Samajwadi Party leadership into banning the 84 kosi parikrama."

Uttar Pradesh Public Works Department Minister Shivpal Yadav refuted these charges, and said the state government was committed to the maintenance of communal harmony.

Jammu : Although curfew continued for the 13th day Wednesday in the hilly Kishtwar town of Jammu region, wracked by communal violence Aug 9, sources in the visiting all-party delegation held out hopes of a breakthrough in peace talks later in the day between the two communities.

The all-party delegation, comprising representatives of the ruling National Conference-Congress alliance, the Bharatiya Janata Party, the Bahujan Samaj Party, the Samajwadi Party, the Nationalist Congress Party, Communist Party of India-Marxist, Shiromani Akali Dal and Panthers' Party, has been camping in the town for the last two days.

The delegation met representatives of the two communities separately Tuesday, during which both communities placed their demands before the delegation. A joint meeting with the delegation with members of both communities was put off to Wednesday.

"The representatives of both communities were scheduled to meet us jointly yesterday evening, but that meeting is now expected today," a member of the all-party delegation told IANS.

The member also said: "After the representatives of the two communities sit together with us, we are planning a joint peace march in the town by representatives of both communities."

Sources in the district administration said curfew could be relaxed to facilitate the peace march.

"We are expecting re-opening of shops and other businesses in the town once the peace march is held," district administration sources said.

With regard to the demand of the minority community seeking transfer of some senior police and civil functionaries who are alleged to have acted in a partisan manner during the Aug 9 clashes in Kishtwar, the all-party delegation requested the people to wait for the findings of the judicial probe ordered into the clashes by the state government.

"Anybody indicted by the judicial probe for dereliction of duty or for acting in a partisan manner during the discharge of duty would be severely punished, the representatives were assured," a member of the all-party delegation said.

‘Modi-fication’ of Bettiah

$
0
0

By Afroz Alam Sahil,

Bettiah, Bihar: Politicisation of any issue can be poisonous. But if any issue is Modi-fied, you can guess the rest. I witnessed a live example of that, right in my town – Bettiah, once Gandhi’s abode.

The occasion was Naag Panchmi, a festival in which Nag (cobras) are worshipped. The festival started in the evening, and as the tradition goes, continued till the next day. Like the evening Akhada of August 11, participants jubilantly brandished lathi, spears, swords and other different types of weaponry. Rajdyodhi, the usual place for Akhada in Bettiah town was festive, full of crowd for the Nagpanchmi mela. Balloons, chats and sweets on one side and on the other side, participants of Akhada exhibited their acts after having Sharbat being distributed by the volunteers of local Member of Parliament. Most of the participants performing in the Akhada were wearing t-shirts distributed by the MP. Of course, there could not have been a better opportunity for self-advertisement.

Jhaankis from different Mohallas had gathered, as it has been for some years. But the very first Jhanki I saw gave just enough hints to plant a seed of doubt in my mind – whether the entire celebration of Jhanki is sponsored by Modi and his ilk? Certainly it seemed so as the ‘festivity’ progressed. Through the religious Jhanki, it seemed clear; it was an attempt at targeting the minority vote bank. It was being portrayed that somehow the ruling Congress party is to blame for everything and anything on earth – that, for example, they are ready to even sell the country for the votes of minority community. Nitish, similarly, can go to any extent to get minority votes. And along with it, a message was conveyed to the audience that the only option to save the country is Modi. Men in the Jhanki had posters which said all this, if anyone had doubts.

Another Jhanki from a different Mohalla arrived and with a similar tone – it targeted PM Manmohan Singh. On the stage was a setup in which India and Pakistan were talking but Manmohan Singh, in the Jhanki, had his entire face bandaged. A banner behind the enactment of this scene suggested people to think about the future of the country, in such a scenario.

Third Jhanki too questioned the Central government. Questions were raised on the issue of cost of food – how is that possible to get food in Rs 12? Fourth Jhanki, similarly, targeted the Centre and Nitish government in state for all ills – same Nitish, who was their trusted ally till few weeks back. Questions were raised as to why the government didn’t take any action against Pakistan as four soldiers from the state were killed on Indo-Pak border.

Yet another Jhanki showed funeral of a Jawan, his family accompanying him – and slogans were raised. A sample for you.

“Ab ki chinta mat kar, Chere ka rang khol denge, Itihas ki kya hasti hai, poora bhugol badal denge.”

Other Jhankis too, like the rest, openly targeted Nitish and the Central government.

The story was unfolding and it was getting obvious every minute that the religious festival was a disguise to rather garner support for the BJP. Anyway, people were enjoying the Jhankis – I was one of them. Suddenly something happened. A commotion ensued; innocent kids and women ran for cover and safety. It was difficult to understand what was going on. Rumours were taking over truth and sense and no one could guess who the ‘actor’ is and who is ‘spectator’.

Miscreants, in a matter of hours, had torched many four-wheelers and bikes including many of Police’s. For two hours almost, stone pelting went on from all the sides and there was no trace of administration. Finally when a sign of administration appeared, angry mob torched the vehicles of District Magistrate and Superintendent of Police and any other government vehicles they could find. Almost three dozen were injured.

Police fired in air to disperse the crowd. Teargas was fired to control the situation. As it was happening, a few hundred meters away, a local BJP leader led a mob to Badi Masjid from Ilam ram chowk of my town. Stone pelting happened between two factions. Amid all this, a bullet shot by someone from the mob hit a young man coming out of the mosque, piercing the side of his head, just above his ear. It was a confusing situation. The target of miscreants’ stone pelting and arson were a particular community.

By now the story of rioting had spread in the entire Bettiah town like a wildfire. Slogan shouting had started in other Mohallas. It seemed as if people of my town were so charged as if they can to go to any extent to ‘teach a lesson’ to the members of other community. Rumours of people shot in the town were making people crazy. It was an eerie situation. I had never witnessed something like this. Out of nowhere, thank God, it rained. And rained for long enough to cool down the temperature of my town, successfully.

By now the news has reached the upper echelon of Bihar administration. Tirhut subdivision Commisioner, KP Ramaiya, was o his way to Betiah from Muzaffarpur. SSB forces had also reached the town, so did police forces from Bagha and neighbouring Motihari. The forces were out whole night in rain for night vigil of the streets of Bettiah. Sirens from the vehicles of police and specialised riot control police filled the air whole night.

I enquired about the violence from all sources. And the entire story started unfolding. In fact, the truth is that the script for all this drama was already written in advance. A violent scene had already been created in the vegetable market a day before. Locals say that the shops of poor hawkers and fruit sellers were looted and destroyed.

In the Christian Quarter locality, the Akhadas from Kalibagh and Naya Bazar had fought each other. Both sides brandied lathis and swords as a show of strength. One side fired from a pistol to scare away the other and that created a commotion of sort.

And that’s not all. Attempt was made to break the boundary walls and gate of a graveyard in Baswariya locality. That already had created communal tensions locally. Both factions faced each other, lathis had their field day but thankfully sane people from the locality pacified the anger of the crowd. To avoid any untoward incidence, a large police contingent was deployed there. Forces were also deployed in Karnemiya, which has a history of communal tensions. Due to all these incidences, Police were already stretched, which made the Police presence at Akhada weak.

Locals say that someone was hit from a lathi in Akhada when an Akhada reached Joda Inaar Chowk. People from a particular community objected it and that lead to fist fighting and later stone pelting. One faction says that some mischievous youth tried to divert the set route of Akhadas – cleared by authorities — to the Mohallas of a particular community which they objected to. As a result, many youth used their weapons to attack those who objected to it. Rest is all history.

Other faction says that people from other community forcibly tried to enter their Akhadas. When objected by them, it turned ugly. At the same time, some say that the spat was due to Jhankis and politics by the ruling party leaders who objected to Jhankis.

For the first time here, people – or rather netas – of my city had replaced God with a neta – who aims to be the Prime Minister of this country. This Akhada was more political than religious, undoubtedly.

Days have passed but the cheap political game is on. One side blame others and no one is ready to take any responsibility. For some it’s failure of the government, for some it’s handiwork of the opposition. Open lies are being propagated from all sides.

Truth, however, can come only after a thorough enquiry. But if anyone has lost due to these riots, it’s my city Bettiah and its peaceful citizen. Poor citizens of my city are more concerned about gathering their food and getting back on track their livelihood. Section 144 is enforced in the city. Every nook and corner has police presence. Entire city seems like a curfew. An eerie silence has engulfed the small town. Only thing that prospers amid all this is politics of hate and resulting mileage for the vested interest from the unfortunate incident.

Now People of Bihar and especially Bettiah have just one question in their mind? Whether all this drama is punishment for Nitish breaking away from the BJP or is it a ploy to gather momentum in support of Modi?

I have heard that politics is a heartless bitch. But my only request, an earnest request, is that please, for God sake, leave my city alone. This city is not only mine; this city was once abode of Gandhi ji. Gandhi was son of Gujarat. Hey Ram! What kind of an era is this when in the name of a son from Gujarat which was once Gandhi ji Gujarat, the atmosphere of my city is being vitiated and destroyed – for narrow political gain.

MIM chief meets Sonia, opposes Hyderabad as union territory

By IANS,

New Delhi/Hyderabad : Majlis-e-Ittehadul Muslimeen (MIM) chief Asaduddin Owaisi Wednesday called on Congress president Sonia Gandhi in New Delhi amid increasing demand from a section of Congress leaders in Andhra Pradesh for union territory status to Hyderabad in the event of the state's bifurcation.

The MP from Hyderabad is understood to have conveyed his party's strong opposition to the idea of Hyderabad as union territory or a permanent capital of Telangana and Seemandhra.

The meeting assumed significance in the wake of intensified consultations by the Congress party to find a way to take forward its July 30 decision to carve out separate Telangana state.

In view of the continuing protests and strike by government employees in Seemandhra, a section of leaders are demanding union territory status to Hyderabad.

The party, which is a key political force in Hyderabad with seven assembly seats and one Lok Sabha member, is strongly opposed to the demand.

Addressing a public meeting in Hyderabad Aug 16, Asaduddin Owaisi had warned the central government of massive protest if it made Hyderabad a union territory or a permanent joint capital of two states.

MIM had been opposing the state's division. However, it also had expressed the view that if bifurcation becomes inevitable a separate state Rayala-Telangana, comprising Rayalaseema and Telangana regions, be formed with Hyderabad as the capital.

Owaisi's meeting with Sonia Gandhi came a few hours after Chief Minister N. Kiran Kumar Reddy called on her.

It was MIM chief's first meeting with Gandhi after the party snapped its ties with United Progressive Alliance (UPA) at the centre and with the Congress party in Andhra Pradesh. He had said Kiran kumar Reddy's "communal behaviour" forced his party to take the decision.
