Jamia invites applications for free coaching for civil services

New Delhi: The residential coaching academy at Jamia Millia Islamia i.e. Centre for Coaching and Career Planning invites applications for FREE COACHING (with hostel facility) from those belonging to the categories of Minorities, SCs., STs. and Women who are desirous of appearing in CIVIL SERVICES EXAMINTIONS (Preliminary-cum-Mains) 2014.

The selection of the candidates for Free Coaching will be held through a Written Test and Essay which is scheduled to be held on September 29, 2013. The results of the selected candidates will be announced on 23 October, 2013. This will be followed by an interview which will be held from 28 to 31 October, 2013. The final list of those selected will be announced on 7th November, 2013.

The written test would comprise General Studies and CSAT (Objective Type) on UPSC model, and Essay Writing in English/Hindi/Urdu to test the candidate’s ability to express themselves in an organized and structured manner. The duration of the test will be two hours.

Application forms may be downloaded from Jamia’s website or collected from the office of the Centre for Coaching & Career Planning, Jamia Millia Islamia on all working days. The completed application in all respect has to be submitted latest by September 23, 2013.

Scholarship to 20% admitted students @ 2000/- per month will be provided on means-cum-merit-basis. The centre also offers Library Facilities and offers coaching in General Studies and in optional papers in History, Public Administration, Geography, Sociology, and Urdu.

Mamata's allowance to Imams unconstitutional: Court

Kolkata : The Calcutta High Court Monday declared the monthly allowances given to Imams and muezzins by the West Bengal government as unconstitutional.

A division bench of Justice Pranab Kumar Chattopadhyay and Juartisce Murari Prasad Shrivastava gave the ruling while hearing a public interest litigation (PIL) filed by the state unit of the Bharatiya Janata Party (BJP).

"The court declared the allowance as unconstitutional as it is violative of right to equality under Article 14 (of the constitution) and right against discrimination on grounds of religion, under Article 15," the petitioner's counsel said.

"The court said the allowance was violative of Article 282, as payments to the Imams and muezzins do not constitute a public purpose as envisaged by the article," added counsel.

The court, however, has not ordered recovery of the allowances already paid.

The Mamata Banerjee government April 2012 announced a monthly payment of Rs.2,500 to Imams or the clergy, and followed it up by fixing Rs.1,500 monthly for the muezzins, those who give the call for prayers at the mosques.

Angry over the government announcement, the BJP filed the PIL challenging its legality.

Welcoming the verdict, state BJP president Rahul Sinha said: "We always believed that the move to pay monthly honorariums only to Imams was discriminatory and unconstitutional and the court has vindicated our stand."

Both the Communist Party of India-Marxist and the Congress welcomed the court's verdict, saying it has foiled the "state government's move to discriminate between people on the basis of religion".

However, Shahi Imam of city's Tipu Sultan Mosque Maulana Syed Noor Ur Rehman Barkati termed the court's verdict as "unfortunate".

"It is an unfortunate verdict. Most of the Imams and muezzins in the state are poor, does the court want them to die of hunger? I believe along with Imams and muezzins, Hindu priests should also be paid the allowances. Their condition too is pitiable," Barkati told IANS.

Congress demands Modi's resignation in shootout case

New Delhi : The Congress Tuesday demanded the resignation of Gujarat Chief Minister Narendra Modi till the investigation is over in the 2006 killing of a witness in the Sohrabuddin Sheikh case.

Tulsiram Prajapati was killed in an alleged staged shootout Dec 28, 2006, in which then minister of state for home Amit Shah is the main accused.

Prajapati was the only witness to the December 2005 police shootout in which Sohrabuddin Sheikh and his wife Kauserbi were killed.

"How can he stay as chief minister when the investigation process is going on. The senior leader of Bharatiya Janata Party, Narendra Modi, used his chair and intervened with the justice system," Congress general secretary Ajay Maken said at a press conference.

"There should be an inquiry into it and the Central Bureau of Investigation (CBI) should enquire about it," Maken said.

The issue came to light after a petition was filed by a journalist on the basis of a sting operation done by him.

He alleged that attempts were made by BJP MPs Prakash Javdekar and Bhupendra Singh Yadav to impede the trial and other judicial proceedings by manipulating the complainant with the sole intent to protect Shah.

Jamia faculty member wins 5 medals in powerlifting championship

New Delhi: A faculty member of Jamia Millia Islamia, Dr. A.K. Hafiz, Assistant Professor at the Department of Physics has won two Gold, one Silver and two Bronze Medals in Senior National Powerlifting Championship, 2013 from his home state West Bengal.

The National Powerlifting Championship 2013 was held in Mangalore from August 21-26, 2013. He won the Medals in the following categories of Championships:

Ø Gold Medal and National Champion in the 120 kg wt class in the unequipped category with record lift in Squat event.

Ø Gold Medal and New National Record in the 120 kg wt class Bench Press event of the equipped category

Ø Silver Medal in the Inter-state Category of the event

Ø Bronze Medal in the 120 kg wt class Squat event of the equipped category

New Delhi: Welfare Party of India has supported Union Petroleum Minister Veerappa Moilys’s suggestion to import oil from Iran. The Petroleum Minister in his letter to Prime Minister Manmohan Singh and Finance Minister P.Chidambaram had clarified that by enacting his proposal, by which India might import oil from Iran by payment in Indian currency would save the nation 8.5 billion dollar.

Welfare Party general secretary Dr. S.Q.R. Ilyas in a statement said this would not only boost the sliding national currency vis-à-vis dollar but also will strengthen the Indo-Iran bilateral relations under severe stress due to US compulsions and diktats. Moreover this would give relief to the common man from frequent hike of fuel prices.

As per reports, 52% of our dollar requirements go to oil imports. India had imported 13 million tons of oil from Iran in last fiscal year. If the same amount of oil is imported this year from Iran by paying Indian rupees instead of dollar, the Indian exchequer could save 8.5 billion dollar. Dr. Ilyas in his statement wondered, if within one year we can save this much huge amount in dollar, how much precious money we have wasted during the last years only to appease White House masters, who imposed sanction against Iran.

Party general secretary in his statement urged Prime Minister Manmohan Singh to ratify the Veerappa Moily proposal at the earliest as the principal opposition BJP and the left parties have already extended their support to it. Welfare party reminded the Prime Minister that as per market economy principles, India had the right to import oil from anywhere at its benefit and this right should never be conceded to any power.

Mr. Ilyas also held the Prime Minister and his UPA government responsible for incurring heavy fiscal loss to the country by withdrawing from the India-Iran Pakistan gas pipe line project which would have otherwise brought heavy gain for the country.

Vanzara quits IPS, blames Modi, Shah for `encounter' killings

Ahmedabad : Suspended police officer D.G. Vanzara has quit the IPS after alleging that Gujarat Chief Minister Narendra Modi and former minister of state for home Amit Shah were also to blame for "encounter deaths" that have kept him and 31 other officers in jail for years.

In an explosive 10-page letter dated Sep 1 made available to the media Tuesday, Vanzara -- long known as an encounter specialist -- said "this spineless government of Gujarat... has ceased to command my allegiance, trust and loyalty" for not standing by the jailed officers.

Describing Modi as a "God" who failed and attacking Shah for not protecting the jailed police officers, he said Gujarat's rulers could not evade blame for the many "encounter deaths" in the state.

Vanzara said in the letter from the Sabarmati Central Prison that if he and his colleagues could be charged with "fake encounters", then the CBI must "arrest the policy formulators also as we...simply implemented the conscious policy of this government".

"I am of the firm opinion that the place of this government, instead of being in Gandhinagar, should either be in Taloja Central Prison at Navi Mumbai or in Sabarmati Central Prison at Ahmedabad.

"The logic is very simple, i.e. (the) government and police officers are sailing in the same boat and have to swim or sink together. None should try to outsmart the other and try to swim at the cost of other," said the suspended "supercop" who has been in jail since his arrest in April 2007 in connection with more than one "encounter killing".

Vanzara accused Modi confidant Shah - now the BJP campaign head in Uttar Pradesh - of employing "dirty tactics" to save himself from criminal cases "while ditching the police officers to...allow them to die unnatural death by drowning.

"By adopting such a suicidal path, this government is doing nothing else but hastening and facilitating its own death by drowning."

Vanzara said he had for long adored Modi.

"But I am sorry to state that my God could not rise to the occasion under the evil influence of Amitbhai Shah...

"His (Shah's) unholy grip over the state administration is so complete that he is almost running the government of Gujarat by proxy."

The 1987 batch Indian Police Service officer, who has headed the Crime Branch and Anti-Terrorist Squad, referred to Modi's repeated vows to "repay (what) he owes to Mother India".

"It would not be out of context to remind him that he, in the hurry of marching towards Delhi, may kindly not forget to repay the debt which he owes to jailed police officers."

Vanzara has been accused in the killings of Sohrabuddin Sheikh and his wife Kausar Bi (2005), Ishrat Jehan (2004) and Tulsi Prajapati, said to be an accomplice of Sohrabuddin, in 2006. All of them were then described as terrorists wanting to target Modi.

He said 32 Rajasthan and Gujarat police officers, including six from IPS, in prisons had been left to fend for themselves.

"I and my officers feel ditched and disowned by this government and there remains no valid reason for us to continue to trust this government and its ace strategist, Amitbhai Shah..."

He accused Shah of being "completely self-centric in handling serious encounter cases with total disregard to the legitimate interests of jailed police officers...

"By doing so, he has been playing with our lives."

Vanzara said he and his colleagues in the Crime Branch, ATS and Border Range "simply acted and performed their duties in compliance (with) the conscious policy of this government" after a spurt in Pakistan-sponsored terrorism following the Godhra train burning and Gujarat riots of 2002.

He said he and his men not only prevented Gujarat from becoming another Kashmir but created an atmosphere of peace and security in Gujarat.

"But for (our) sacrifices, the Gujarat model of development which this government is so assiduously showcasing at the national level would not become possible."

Vanzara said: "As the government has miserably failed in protecting its police, there remains no one-sided obligation on (my) part to protect the traitors sitting in this government who almost have pushed patriotic and nationalist police officers into the jaws of death."

SC to take up plea against Advani's discharge in Babri case

New Delhi : The Supreme Court is likely to hear, in October, the CBI plea challenging the Allahabad High Court verdict of May 20, 2010, discharging BJP leader L.K. Advani and 19 others of the charges of criminal conspiracy in the demolition of the Babri Masjid Dec 6, 1992.

A bench of Justice G.S.Singhvi and Justice V. Gopala Gowda indicated that the Central Bureau of Investigation's (CBI) plea would be taken up for hearing in the first week of October after senior counsel P.P.Rao, appearing for the agency, sought the hearing of the matter.

However, the court asked Rao to approach Chief Justice P.Sathasivam for the dates when matter would be taken up.

Senior counsel K.K. Venugopal, appearing for the respondents, told the court that he had no objection.

The CBI, which had moved the apex court Feb 18, 2011, nearly nine months after the Allahabad High Court verdict, has yet to persuade the court on the justification for delay in challenging the high court order.

The CBI in its appeal before the apex court has said that the high court verdict discharging Advani and others of the offence of criminal conspiracy "is inconsistent with the previous judgment rendered by the Allahabad High Court on Feb 12, 2001".

The Lucknow bench of the Allahabad High Court by its Feb 12, 2001, order had held that the trial court committed no illegality in taking "cognizance of joint consolidated charge sheet" and "all the offences were committed in the course of the same transaction to accomplish the conspiracy".

The high court by its said order had noted that the "evidence for all the offences was almost the same".

Besides Advani, the accused include senior Bharatiya Janata Party (BJP) leaders M.M.Joshi, Vinay Katiyar and then Uttar Pradesh chief minister Kalyan Singh, and Vishwa Hindu Parishad (VHP) leaders Ashok Singhal, Giriraj Kishore, Hari Dalmiya, Uma Bharti, Sadhvi Ritambrara, and Mahant Avaidyanath.

JUH expresses concerns over increasing communal violence in UP

New Delhi: Expressing concern over growing incidents of communal violence in western UP districts Muzaffarnagar, Shamli, Deoband, Meerut etc and consecutive attack on minorities, students of Islamic seminary Darul Uloom Deoband and other regional madrasas, Jamiat Ulama-i-Hind general secretary Maulana Mahmood Madani urged the state government led by AKhilesh Kumar Yadav to take the issue seriously and immediately act against the culprits.

Maulana Madani also expressed concern that communal forces are borrowing some youths to harm minorities which unearths layered thickness of strategic plots to fan hatred between the communities.

He warned that if the communal forces are not checked, the very existence of the country and its system will get severe blow. The communal elements are active in all across the country; sporadic incidents have been reported from Maharashtra, Bihar, Assam, and Rajasthan etc, therefore it is responsibility of the states government to take cognizance of the matter and break the bones of those fanning hatred and mischievousness.

He also appealed to the both community to exercise patience and do not go behind rumors. He also urged them to constitute peace committees. He asked the people to apply their wisdom and desist from sentiments otherwise the nefarious plots of the evil forces will get successful. He felt disappointed that religious leaders of the majority community are not coming forward to stop the violence in the name of religion.


Lucknow to host second edition of literary festival in Feb’14

Lucknow: In a press conference organized at Hotel Levana, Shamim A. Aarzoo, the founder and CEO of the Lucknow Society has announced that the 2nd edition of the ‘Lucknow Literary Festival’ will be organized on 1st – 2nd February 2014.

The first ever Lucknow Literary Festival on 23rd – 24th March 2013 was a big success and widely appreciated by everyone. Big cities like Jaipur and Delhi hosted literary festivals; Now city of literature and culture will witness the horde of litterateurs share and celebrate the joy of uniqueness in the city of Adab (Reverence).

HRD Minister to visit Jamia on September 5

New Delhi: Human Resource Development (HRD) Minister, Dr. M.M. Pallam Raju will be visiting Jamia Millia Islamia campus on Thursday 5th September, 2013. Incidentally 5th September is also celebrated as teachers’ day all over India.

During his visit to Jamia campus, MHRD Minister Dr. Pallam Raju will inaugurate two new buildings on Jamia Millia Islamia campus. These are 1) The Srinivasa Ramanujan Block and 2) The New Building of the University Polytechnic.

The Srinivasa Ramanujan Block will house three departments of the university – 1) Centre for Interdisciplinary Research in Basic Sciences, 2) Department of Bio-Sciences and 3) Department of Bio-Technology, while the existing University Polytechnic will be housed in its New Building which will also be inaugurated by the Minister.

As per programme of MHRD Minister’s visit to Jamia Millia Islamia campus on 5th September, 2013, the HRD Minister, Dr. M.M. Pallam Raju will first inaugurate the New Building of the University Polytechnic at 3 PM and then go on to inaugurate The Srinivasa Ramanujan Block at 3.15 PM.

Thereafter HRD Minister Dr. Pallam Raju will address the university teachers, students and staff at 3.30 PM in Dr. M.A. Ansari Auditorium, Jamia Millia Islamia. He will also interact with them informally afterwards over a cup of tea.

Prof. S.M. Sajid, offg. Vice-Chancellor, Jamia Millia Islamia shall preside over the programme and will deliver his welcome remarks.

Environmental interaction with experts at USTM

Guwahati: Interacting with the students of University of Science and Technology, Meghalaya (USTM) at 9thMile near Guwahati, noted environmentalist Ajita Tiwari urged upon the youths to protect the environment before it is too late.

“Till now it’s not so late. To protect the environment from continuous degradation we must have love for their land. Whenever a development work takes place in and around, one must take the initiative to know about the project and what impact the project could have on the environment,” said Tiwari addressing around 100 odd students from different states of the region at the college premises on Tuesday.

Tiwari is the facilitator of Indian Network on Ethics and climate Change (INECC), Mumbai has worked on various climate change and environmental issues in different parts of the country, which includes both research and advocacy related works.

She also enlightened the students with various burning environmental issues in the northeast India. Tiwari who came with other environment experts, said that the onus of protecting the environment is on the young hands or else NE will lose all its charm “Very Soon”.

Following is the full text of Gujarat top cop DG Vanzara's resignation letter. In his 10-page letter to the state government, Vanzara has expressed his lack of confidence in the Gujarat government and blamed it for failing to protect him and other cops accused in the fake encounters.

Sub: Tendering of resignation from my service with renunciation of all the post-retirement benefits

Sir,

I, undersigned, D.G. Vanzara, DIG of Police (under suspension) an under trial prisoner No. 4826, residing at 1, Sardaryard, Sabarmati Central Prison, Ahmedabad do hereby tender this resignation from my service with renunciation of all the post-retirement benefits on the following grounds:

I am a 1980 batch direct DySP and 1987 batch IPS officer born on the Gujarat cadre. I have been providing my humble services to the people of Gujarat since last 33 years. During the period of years from 2002 to 2006, I initially served as a Deputy Commissioner of Police/Addl. Commissioner of police in the Crime Branch of Ahmedabad city and, later on, I served as a Deputy Inspector General of Police, ATS, Ahmedabad, Gujarat state.

Lastly, while I was serving as a Deputy Inspector General of Police, Border Range, Kutch-Bhuj, I was arrested in ATS Police Station I CR No.- 5/05 (Shohrabuddin encounter case) by the CID Crime of Gujarat on 24-4-2007. Since then I am continuously placed under suspension till date.

I, along with other police officers, was lodged in Sabarmati Central Prison, Ahmedabad, Gujarat wherein I remained till 22-11-2012. Meantime, I was also arrested in Ambaji Police Station I CR No.- 115/2006 (Tulasiram encounter case) by CID Crime of Gujarat on 7-7-2010 for which I had been undergoing the concurrent along with that of Shohrabuddin encounter case in the same jail.

Thereafter, as per the order of Hon'ble Supreme Court of India, the trial of Shohrabuddin encounter case was transferred to Mumbai. Hence, I along with other officers, was shifted to Taloja Central Prison, Navi Mumbai, Maharashtra, with effect from 23-11-2012. Thus, I along with other officers, have been continuously kept in the jails of Ahmedabad and Taloja since last more than six years.

Meantime, the case of Tulasiram encounter is also merged with that of Shohrabuddin encounter by the order of Hon'ble Supreme Court of India. Consequently a single trial is being conducted by the Hon'ble Special Judge of CBI in Greater Mumbai.

After my shifting from Sabarmati Central Prison to Taloja Central Prison, CBI opened two more encounter cases at Ahmedabad i.e. (i) DCB Police station I CR No. - 3/2003
(Sadique Jamal encounter case) and (ii) DCB Police Station I CR No. 8/2004 (Ishrat Jahan encounter case). Apart from me who is arrested in DCB Police Station I CR No.- 8/2004 (Ishrat Jahan encounter case) on 04-6-2013, other police officers who worked in Crime Branch, Ahmedabad city, are also arrested in the said two encounter cases, and they are kept in the custody of Sabarmati Central Prison. Some of them are released on default bails.

Thus, as on today, apart from 9 Gujarat-Rajasthan police officers kept in Taloja Central Prison, there are 22 other officers/ men who are kept in the different jails of hmedabad, Nadiad, Vadodara and Palanpur in the State of Gujarat amounting to total 32 police officers/ men which includes 6 IPS officers. Names of 6 more IPS officers are figuring in the chargesheets of Tulsiram and Ishrat Jahan encounter case.

To the best of my knowledge, nowhere in any part of the country, such a big number of police officers were/are arrested and continuously being kept in the jails for such a long period of time except in the state of Gujarat. The most notable part of the whole episode is that they are made to suffer in the jails, inspite of the fact that they had been and are loyal soldiers of this government who fought incessant war against, Pakistan inspired terrorism with complete honesty, integrity and sincerity without falling prey to any of the mundane temptations.

I most respectfully would like to submit and state that I, along with my officers, stood beside this government like a bulwark whenever it faced existential crisis in the past. When I, along with my officers have been facing a similar crisis in my/our life/lives, it was expected of this government to reciprocate and firmly stand beside me and my officers with a similar vigour and determination, which to my utter shock and surprise,
could not happen.

Apart from very few senior officers who are arrested recently / shown accused in the different charge-sheets, most of imprisoned police officers/men had served under me as
my juniors in the past during my tenures either at Crime Branch, Ahmedabad city, ATS-Gujarat or at Border Range Kutch-Bhuj, I, being the senior most officer and being one among them in the jail, have been making ceaseless efforts on behalf of all of them, to persuade this government to be of some use and assistance to me and my officers which, I am sorry to state, had not been fruitfully paid attention to. Verbal consolations given by this government, time and again, had been proved to be invariably hollow and deliberately misleading.

With the passage of time, I realized that this government was not only not interested in protecting us but it also has been clandestinely making all efforts to keep me and my officers in the jail so as to save its own skin from CBI on one hand and gain political benefits on the other. It is everybody's knowledge that this government has been reaping very rich political dividends, since last 12 years, by keeping the glow of encounter cases alive in the sky of Gujarat, while otherwise, remaining in the low profile and indifferent to the fate of jailed police officers.

This government suddenly became vibrant and displayed a spur of sincere activities only when Shri Amitbhai Shah, former MOS, Home, was arrested by CBI. It so happened that Shri Ram Jethmalani, the most learned, senior most and highest paid advocate of India was engaged for Shri Amitbhai Shah who appeared on behalf of him at all levels of courts, right from the lowest CBI court, to Special Court, to High Court, to the Apex court of India and got him released on regular bail within record time of 3 months of his imprisonment.

In contrast, when I, along with Rajkumar Pandian and Dinesh M.N, was arrested by the CID Crime, forget about providing the legal services, nobody from the government bothered even to provide a lip service to us or to our family members. On the contrary, apprehending the arrest of political leaders of Gujarat by CBI, all efforts, legal and political, were made by this government to ensure that none of us was released
on bail so as to prevent the investigation going from the hands of Gujarat CID to Union CBI.
The most heartless and shameful act of betrayal on the part of this government was that when Dinesh M.N., and Narendra Amin got released by their own individual efforts, it got their bails cancelled at the earliest opportunity and pushed them back behind the bars of Sabarmati Central Prison. Since then, my officers are made to compulsorily languish in the different jails for none of their faults. The only fault, if that is to be construed as a fault, which they committed was that they performed their duties diligently and served their country well under the direct instructions from this government.

Inspite of all such acts of betrayal and treachery, I was gradually reconciling myself with this government, when a skylab in the form of Supreme Court order of transfer of
Shohrabuddin trial to Mumbai, fell on us from New Delhi, which was beyond wildest of my imaginations. With all regards for Hon'ble Supreme Court of India, I sincerely
believe and state that but for the legal and political intrigues, machinations and maneuverings of Shri Amitbhai Shah, the trial of Shohrabuddin encounter case, followed by that of Tulasiram encounter case, would not have gone out of the state of Gujarat. It goes without saying that the cruel act of transferring the case out of the state has increased the agony of the jailed police officers on one hand and multiplied the hardships of their family members on the other.

And the crux of whole matter is that it was just to facilitate his trivial personal interest of fighting Assembly Election of 2012 that Shri Amitbhai Shah got the trial transferred and and betrayed our trust reposed in him whereby he forced us to suffer more and more in Taloja Central Prison on one hand and face the costliest trial in Mumbai Court, on the other, which none of us is in the position to afford. As if this was not sufficint, Shri Amitbhai Shah, through the order of Hon'ble Supreme Court of India, also managed the merger of Tulasiram encounter case into that of Shohrabuddin
encounter case so as to prevent his own arrest into the second case whereby he almost closed the doors of regular bails to the rest of the police officers. Not only that, by converting two cases into one case, he has also aggravated the seriousness of the combined cases elevating the same into a rare category.

Under the circumstances, I and my officers feel ditched and disowned by this government and hence there remains no valid reason for us to continue to trust this government and its ace strategist Shri Amitbhai Shah who convincingly proved himself to be completely self-centric in handling the serious encounter cases with total disregard to the legitimate interests of jailed police officers whereby he has reduced himself to be a mere custodian of political interests of Gujarat government which he is jealously guarding at the cost of those of jailed police officers. And by doing so, he
has been playing with our lives without an iota of qualms of conscience.

I have been observing right from the year 2002 that Shri Amitbhai Shah as a MOS, Home, had been completely mismanaging a sensitive Department like Police which would have been handled more carefully in the context of Godhra train burning, post-Godhra riots and resultant rise of Jehadi Terrorism in Gujarat. I am sorry to state that instead of providing an innovative and benevolent leadership for keeping the police force of the state intact, efficient and fighting machine, Shri Amitbhai Shah introduced a much despised British policy of divide and rule coupled with equally dirty policy of use the officers and throw them by deliberately spreading disinformations about them, whereby he succeeded in creating the "crisis of confidence" among senior officers on one hand and the government on the other. That, in turn, destroyed the command and control mechanism of Gujarat Police which is considered to be a "soul" of any uniformed organization anywhere in the world.

A situation so drifted that none in the department trusted the other, every one perceived the other to be a potential spy or rival who, as if were daggers drawn at each other and were out to harm or finish each other. Under the circumstances of such a suspicion lurking from all the directions, MOS, Home, lost all credibility and confidence
vis-a-vis police officers and vice versa, which ignited the "yadavasthali of fratricidal police war" in Gujarat which was later on exploited by CBI opening the floodgates of
politico-legal problems for this government on one hand and involving "patriotic police officers" in number of encounter cases on the other. The result was and is for
everybody to see. A very big number of police officers are languishing in the different jails today. So much so that MOS, Home, himself fell into the grave which he used to dig for others.

I have been maintaining very exemplary patience and perseverance since last six years in the hope that better counsels would prevail someday and the soul of this government would get awakened in our favour. But this government has belied my hope. I realized the truth in the statement of Mahatma Gandhi who very rightly observed, "States are soulless machines.... And the governments have no conscience...." Accordingly, this government instead of construing my "dignified silence" to be a "virtue" worth rewarding has mistaken the same to be my "weakness" worth ignoring. It is most painful to state here that this government took me and my officers for granted all these years in the most arrogant manner.

During the course of my last six years' silence, I exhausted all the means and methods to secure justice for me and my officers from this government which hurled on us
nothing but heaps of disappointments and frustrations. Hence the only way open for me and my officers is to adopt the path of Dharm a as defined by Shri Guru Govind
Singh, the tenth Divine Lord of Sikhs, who ordained to his disciples, "when all the ways and doors for getting justice are exhausted and closed, it is just (Dharma) to draw the
sword". Accordingly, I have a moral justification to expose real culprits behind encounter cases by calling them Spade a Spade.

I, therefore, would like to categorically state in the most unequivocal words that the officers and men of Crime Branch, ATS and Border Range, during the period of years
between 2002 to 2007, simply acted and performed their duties in compliance of the conscious policy of this government in the context of following circumstances:

A monstrous episode of Godhra train burning and equally horrible post-Godhra riots in Gujarat provided a pretext to Pakistan based terrorist outfits like Let, JeM and D gang
under the direct supervision of ISI, to "convert Gujarat into another Kashmir" by exploiting the sentiments of the muslims all over the world. It was in this context that series of acts of terrorism like foiled attack on Rathyatra; bomb blasts at Godhra, Derol, Mehlol and Lunawada; bomb blasts in six AMTS buses of Ahmedabad City; Memco scooter blast; Nehrunagar cycle blasts; firing on Shri Niraj Jain at Vadodara and on Shri Laliwala at Surat; firing on Shri Jaideep Patel at Ahmedabad; firing on Shri Jagdish Tiwari and killing of Shri Haren Pandya; fidayeen attack on Akshardham Temple at
Gandhinagar etc., took place in quick succession which seized common people of Gujarat with fear and apprehensions.

Jehadi Terrorism, thus, began to spread like a forest fire in all directions of the state with all its dreaded ramifications. Everywhere the police was clueless and that phase was
almost a beginning of the anarchy in the state. Gujarat, having very long coastal and land border with Pakistan, was virtually on the path of becoming another Kashmir. It was in this context that "the pro-active policy of zero tolerance for terrorism" was adopted by the government of Gujarat at the highest level of its hierarchy. The said policy of government was most efficiently implemented by the Gujarat Police in general and by Crime Branch and ATS in particular as a part of their duty whereby all terror related crimes were detected, several national and international terror networks were bursted which included the number of encounter cases also. It was the Epic struggle launched by the officers/men of Crime Branch and ATS who tirelessly continued to wage war against those who had been waging war against India by working day in and day out, for years together at the cost of their health, security and family well being only and only in the greater interest of state, society and country.

I can say with pride that my officers and men could not only successfully prevent Gujarat from becoming another Kashmir, but they were also instrumental in providing a solid atmosphere of durable peace and security in the state which, in turn as a natural corollary, elevated the image of this government on one hand and cleared the path of development on the other. I state with all my humility that, but for the sacrifices made by me and my officers in thwarting the onslaught of initial disorder in the state, the "Gujarat Model of Development" which this government is so assiduously showcasing at the national level would not have become possible.

When Gujarat was burning under the inferno of Jehadi Terrorism, I used to get daily dozens of phone calls from the Biggies of Gandhinagar who probably saw a savior in
me/my officers, but by the time I/my officers outlived my/their utility and were arrested by the CID/CBI under the very nose of this government, nobody bothered even to formally ask us as to how we were! It is unbecoming of this government that it, in this regard, has been proved good for nothing and has miserably failed in protecting its
"loyal soldiers" who fought against the cross-border terrorism at its behest, while remaining in the vanguard of war. This immoral government, therefore, by all means,
has forfeited its right to have a place in Gandhinagar, the city whose proud name is associated with Mahatma Gandhi, the tallest moral leader of world.

Gujarat CID/Union CBI had arrested me and my officers in different encounter cases holding us to be responsible for carrying out alleged fake encounters, if that is true,
then the CBI Investigating officers of all the four encounter cases of Shohrabuddin, Tulasiram, Sadique Jamal and Isharat Jahan have to arrest the policy formulators also
as we, being field officers, have simply implemented the conscious policy of this government which was inspiring, guiding and monitoring our actions from the very close
quarters. By this reasoning, I am of the firm opinion that the place of this government, instead of being in Gandhinagar, should either be in Taloja Central Prison at Navi Mumbai or in Sabarmati Central Prison at Ahmedabad.

It is very rightly stated, "Dharmo Rakshati Rakshitaha" means, he who protects Dharma is protected by it, similarly, it can be stated in the context of encounter cases, "Prahari
Rakshati Rakshitaha" means, he who protects police is protected by it. Mutual protection and reciprocal assistance is the unwritten law between police and government in such cases. As the government has miserably failed in protecting its encounter police, there remains no one-sided obligation on part of me to protect the traitors sitting in this government who almost have pushed patriotic and nationalist police officers into the Jaws of Death.

The logic is very simple, i.e, government and police officers are sailing in the same boat and have to swim or sink together. None should try to outsmart the other and try to swim at the cost of other, neither government nor the police officers. I would like to state in the most unambiguous words that this government, through the dirty tactics of Shri Amitbhai Shah, is unfortunately managing only for its own self so as to swim and continue to prosper in all directions, while ditching the police officers so as to
sink and allow them to die unnatural death by drowning.
By adopting such a suicidal path, this government, I am sure, is doing nothing else but is hastening and facilitating its own death by drowning.

Gujarat police, by my own experience as a police officer, used to be one of the finest and well managed forces in the country till the coronation of this government in
Gandhinagar. Today the same proud police of Gujarat stands totally shattered and demoralized in the context of what happened to it in the light of continuous betrayal
of jailed police officers since last six years.

What is more important to be noted here is that the virus of demoralization injected by this government into the body of Gujarat police, has not remained confined within the boundaries of Gujarat only. Deliberate demoralization of Gujarat Police by this government, by cascading effect, has reached every nook and corner and India, demoralizing the ranks and file of Indian police as a whole. This government, thus, by betraying jailed police officers of Gujarat, has not only been doing disservice to the state of Gujarat, but it has also been doing disservice to the nation as a whole.

Hon'ble Chief Minister of Gujarat has very rightly been talking of repaying his debt which he owes to Mother India. It, indeed, is the sacred duty of every citizen to do it. But,
it would not be out of context to remind him that he, in the hurry of marching towards Delhi, may kindly not forget to repay the debt which he owes to jailed police officers who endowed him with the halo of Brave Chief Minister among the galaxy of other Chief Ministers who do not bear the same adjective before their names. This, as per my humble opinion, is also a part of the repayment of debt to Mother India.

Let me also further put on record and clarify my stand that I have been maintaining my graceful silence for such a long period only and only because of my supreme faith in and highest respect for Shri Narendrabhai Modi, Hon'ble Chief Minister of Gujarat, whom I used to adore like a God. But, I am sorry to state that my God could not rise to the occasion under the evil influence of Shri Amitbhai Shah who usurped his eyes and ears and has been successfully misguiding him by converting goats into dogs and dogs into goats since last 12 years. His unholy grip over the state administration is so complete that he is almost running the government of Gujarat by proxy. The resultant criminal negligence negligence of this government on one hand and wilful acts of omissions and commissions by Shri Amitbhai Shah towards the fate of 32 jailed officers on the other are so nauseating that it may take this government to the crematorial ground sooner or later.

Under the circumstances narrated above, this government, much against my will, has compelled me to adopt my own course of action to exclusively serve the interest of my
officers independently of those of political leaders of Gujarat state. In pursuant of this course, I have to state in nutshell that this spineless government of Gujarat which is valiant only in words otherwise coward in deeds and impotent in actions has ceased to command my allegiance, trust and loyalty. And that is why this government has no reason to keep me continued in its service nor I have a reason to continue to be in the service of this government even for a single day.

I, therefore, out of the call of my conscience, do hereby tender this resignation from my service with renunciation of all the post retirement benefits which may kindly be granted with effect from date and time of receipt of this letter and oblige. And accordingly, I will consider myself to be relieved from my serivice with effect from the said date with or without formal order from your side which may kindly be noted.

As on today, I have been sacrificing seventh year of my precious life in the different jails of Gujarat and Maharashtra for the sake of Love for my country and now I am ready to sacrifice all the hard earned post retirement benefits for the sake of the same lofty love for my country and the nation.

And with this note, I say goodbye to the Gujarat Police, of which, a proud member I had been since last 33 years.

Are petrodollar-rich Muslims responsible for Muslim-on-Muslim oppression ?

In the later half of the 20th century the structure of colonists supported by the wealthy elite across most of Asia crumbled like dominoes. Peoples' governments, whether by elections or revolutions, replaced the oligarchs and aristocrats. This happened in the Muslim countries in south Asia and southeast Asia also, but the Arab Muslim countries remained an exception. In the Arab countries the authoritarian super rich and dictators continued to maintain the rule of their extended families or cronies.

However, in January 2010 the phenomenon called Arab Spring was born in Tunisia and soon it spread through Tunisia, Egypt and Libya, installing elected peoples' governments. But a few months ago this year the wealthy Muslims of the petrodollar states entered into a conspiracy with the Egyptian army to throw out the popularly elected Ikhwan ul Muslimeen government in Egypt with an army government.

This coalition of the Egyptian army and the petrodollar rich Arab Muslims has not only replaced the elected Ikhwan government, it has also indulged in massive across the board brutalizing and massacre of supporters of Ikhwan, in an inhuman display of ferocity that has not been seen in Egypt in several generations. Ikhwan's supporters are mostly the poor and working class Egyptian Muslims. It is reported that a couple of thousand Ikhwan supporters have been killed in unprovoked and wanton shooting by security forces on popular assemblies of unarmed Ikhwan Muslims protesters.

By their own admission these petrodollar rich Muslims have provided $12 billion to the Egyptian army and have pledged to provide many more billions of dollars to the army to uproot and destroy Ikhwan, millions of their supporters, and the political movements of the poor Muslims of Egypt that comprise about half of the country's population. For many decades now in the petrodollar rich Muslim countries absolutely no civic rights or political representation were permitted to the ordinary Muslims.

Now these neo-rich Arab Muslims are extending their iron fist authoritarian rule to Egypt, the most populous Arab-Muslim country by literally buying the Egyptian army's decision-makers This phenomenon of wealthy Muslims killing and oppressing poor Muslims' desire for a say in their government by actually killing thousands and imprisoning hundreds of thousands and disbanding the political parties of the poor Muslims, is an unprecedented human rights violation and brutality that reminds one of the dictatorial regimes in Germany and Italy in the 1930s and 1940s.

At the same time some Muslim activists in South Asian countries who have been receiving stipends and largess from the petrodollar Muslims for decades, and who previously tried to gain publicity among poor Muslims in their countries by claiming to speak for them are now totally silent. As the most awful repression and human rights violation of poor Muslims in Egypt rolls through, these activists are looking the other way as if nothing has happened. Indeed they are trying to pass the blame to other countries.

Indeed we are witnessing a very shameful situation for the Muslim ummah at large where rich Muslims are killing and oppressing poor Muslims who have done absolutely no wrong in order to monopolize power and wealth. A few families in the petrodollar states have tried for decades to buy influence in poor Muslim countries. But now they are refusing to allow basic civic rights to the poorer segments of population who are in very substantial numbers.

If you look at the Muslim-on-Muslim oppression in other Muslim countries like Syria, Iraq, Pakistan, you again see the imprint of the petrodollar rich Muslims inhumanly brutalizing the common and poor Muslims and the minority Muslim sects by the majority sects.

Without doubt this massive oppression of human rights of poor Muslims by the petrodollar rich Muslims may encourage countries where Muslims are already suffering, for instance Israel, to continue to deny basic civic rights to them. At the global level the voices of Muslim human rights activists may be dimmed by this brutal Muslim- on- Muslim oppression for years to come.

Congress ministers lack accountability and sensitivity: FMSA

Aligarh: The Congress ministers of the UPA government should take up problems of the masses particularly weaker and minority sections of society. Further they should be accountable said Jasim Mohammad, General Secretary of the Forum for Muslim Studies and Analysis (FMSA), Aligarh while chairing its meeting.

He said that the whole attitude of Congress ministers have been exposed when Forum had invited many ministers in its seminar held at India Islamic Cultural Centre, New Delhi but they all shied away though the topic of the seminar ‘UPA-II & Muslim Expectations’ was important. It was very unfortunate and pained us, he added.

Dr. Mohammad Shahid said that 2014 elections are fast approaching and the leadership of Congress should direct its ministers to listen and try to solve the problems of minorities and deprived sections of society.

N. Jamal Ansari, Vice-President of forum point out that we analysis the problems of the Muslims and want accountability from government. The Congress ministers should not hide but come forward to put the side of government, if they are honest.

Prof. Humayun Murad said the Congress is a national political party and has glorious history but presently Congress ministers have dented that history. Prof. Razaullah Khan said that if the attitude of Congress ministers continued as such then we will be forced to select some other political options.

In the end, FMSA passed a resolution that a memorandum will be submitted to the Congress President and UPA Chairperson Sonia Gandhi and Vice-President Shri Rahul Gandhi to direct her ministers to be more sensitive and accountable to minorities and deprived sections of Indian society.

Chandy assures will take up Maudany case with Karnataka

Thiruvananthapuram : Kerala Chief Minister Oommen Chandy Wednesday assured friends of Muslim leader Abdul Nasser Maudany, in jail in Karnataka over the 2008 Bangalore blasts, that he will take up with Karnataka the issue of Maudany being kept in prison without any trial.

Chandy said he will seek justice for the jailed Muslim leader.

"There can be no rationale for keeping a person in jail without a trial. We will take up this issue with the Karnataka government. Maudany should get the same treatment that any Indian citizen gets," Chandy told reporters after his meeting with leaders of Maudany's Peoples Democratic Party (PDP).

Maudany is in custody in Karnataka since August 2010 for his alleged involvement in the 2008 Bangalore bomb blasts.

In March, Maudany secured parole for a few days to attend his daughter's wedding. He returned to Bangalore to the jail where he is now being kept.

Party leaders here expressed hope that with the change of the state government in Karnataka, Maudany can look forward to a speedy trial.


Modi should quit, be prosecuted: CPI-M

New Delhi : The CPI-M Wednesday asked Gujarat Chief Minister Narendra Modi to quit and demanded his prosecution following charges by a jailed police officer that he had approved 'encounter killings'.

"The CPI-M demands that Narendra Modi should be prosecuted in the concerned cases and should forthwith step down from office," it said in a statement.

The CPI-M statement came a day after police officer D.G. Vanzara wrote a stinging letter accusing Modi and former Gujarat home minister Amit Shah of approving the killings of alleged terrorists in fake gun battles.

Vanzara, once known to be close to Modi, has been in jail since April 2007 on charges of killing terror suspects in cold blood.

The CPI-M also called for a Supreme Court supervised inquiry into a CD which refers to efforts by the BJP leadership to sabotage the process of justice in some of the criminal cases.

"In the meanwhile, the bail of Amit Shah should be cancelled," the Communist Party of India-Marxist said.

It said the letter written by Vanzara "confirms in the most direct way what was known to most citizens - that the killings were executed with the full knowledge and direction of those leading the Gujarat Government".

It said the letter proved that "encounter killings (were) an intrinsic policy of the Gujarat government against terrorism.

"Modi's numerous statements at the time justifying the killings fit in perfectly with Vanzara's defence."

It added: "This episode once again highlights the utter contempt that the BJP and its leadership, including Modi, have for the constitution of India and the law of the land."

High court curbs on trial in 2008 Delhi blasts cases

New Delhi : The recording of evidence in five cases related to the 2008 serial blasts was Wednesday stayed by the Delhi High Court on a plea filed by an accused.

Accused Mohd Shakeel also sought quashing of an administrative order that transferred the trial of all the five cases related to the blasts to another court.

A division bench of Justice S. Ravindra Bhat and Justice Nazmi Waziri said that the additional sessions judge, before whom the terror cases had been transferred by an administrative order of the high court Aug 3, will not record the testimonies of prosecution witnesses.

Accused Mohd Shakeel, through advocate M.S. Khan, approached the high court saying that the administrative order to transfer trials in all five cases to another court would cause delay and prejudice to 13 alleged Indian Mujahideen suspects.

The judges also issued notice to high court registrar on the plea of the accused questioning the transfer order's notification.

Counsel M.S. Khan, representing seven suspects, said: "It is in the interests of justice that the judge who has had the advantage of seeing the evidence first-hand and of examining all the relevant witnesses, is allowed to conclude the trial and adjudicate the guilt or innocence of the petitioner."

Besides Shakeel, 12 others are facing trial in five separate cases for their alleged involvement in the Sep 13, 2008, blasts at Connaught Place, Karol Bagh, India Gate and Greater Kailash within a span of 31 minutes, that killed 26 people and injured over 100 others.

Maharashtra to get modern madrassas at Rs.100 million

Mumbai : The Maharashtra government Wednesday announced major sops to modernize and upgrade "madrassas" (Islamic seminaries) in the state.

The government has decided to allocate Rs 100 million (Rs.10 crore) as financial assistance to the madrassas for various academic purposes in the current financial year, Chief Minister Prithviraj Chavan said.

The move will benefit the 1,889 madrassas with a student population of around 200,000. Chavan said 200 of these madrassas will be selected for the grant this year with priority to those running for more than three years.

The madrassas must be registered either with the Wakf authority or the charity commissioner to avail the benefits.

The decision was sharply criticized by the Shiv Sena and Maharashtra Navnirman Sena which termed it an "appeasement of the minorities".

Under the new scheme, a one-time grant of Rs.250,000 will be provided to the madrassas for basic infrastructure, drinking water, toilets, laboratories, libraries.

In addition, three qualified teachers will be given grants for teaching non-religious general subjects like English, Hindi, Marathi, science, social science and mathematics.

Besides, madrassa students who are now in the ninth or tenth class in local schools will get an annual scholarship of Rs.4,000 while those studying in junior colleges will get Rs.5,000.

Minorities Development Minister Naseem Khan said that the decisions have been made in tune with the 2006 recommendations of the Justice Rajindar Sachar Committee in the "Report on Social, Economic and Educational Status of the Muslim Community in India".

In an attempt to ensure that the funds are properly utilized, the state government has threatened to stop grants to those madrassas which fail to ensure that their students appear for the Class X examinations.

"The objective of the cabinet decision is to impart regular education in madrassas along with religious education to bring the Muslims into the national mainstream," Khan explained to reporters.

Panaji : "I would have ensured a better job than Narendra Modi in the post-Godhra riot phase in 2002," Goa's Chief Minister Manohar Parrikar said Wednesday.

Parikar said this in an interview to New York Times' India blog 'India Ink' which was uploaded Wednesday.

Speaking about the riots of 2002, Parrikar said: "It should not have happened. The administration should have clamped down on any violence. (If I were in his place) I would have ensured (that) but Modi was new to the job as chief minister."

Parrikar, considered close to Modi, also conceded that the Gujarat violence was a blot on Modi's career but said the Gujarat chief minister was not "personally a part of it".

"If he is guilty by connivance he should be punished, but investigations have given him a clean chit. People who oppose him do so because they fear him," Parrikar said.

He said the riots were a product of administrative failure and that everything need not be blamed on Modi alone.

"What happened then was unfortunate, but that does not require his apology. It requires his correction and he has done that.

"There were many reasons why people lost control in 2002 after the bodies (of Hindu pilgrims from an earlier attack) were shown on TV.

"It should not have happened, the administration should have clamped down on any violence," Parrikar said.

The prelude to the interview refers to Parrikar "an affable face of the Hindu right and says that the Indian Institute of Technology (IIT) alumnus "impressed middle class Indians by taking economy class flights, by hailing a taxi himself at the airport, and with clean governance in his state, when political excess and corruption are commonplace".

To a question whether he considers himself a potential candidate for the post of prime minister, Parrikar is quoted as saying: "No, not at all, I am not a candidate."

Parrikar also said that at a time when Manmohan Singh was seen as a lame duck prime minister and the central government was in a "perpetual state of suspension", Modi had emerged as a hope amongst the youth.

"In these circumstances, particularly young people see an alternative model in Modi, and if they want him as prime minister they will have to elect his local representative.

"Also, a substantial number of businessmen are likely to back the BJP this time, and they will also go for Modi.

"I believe a national mood is forming to put the BJP in power and Modi as prime minister," he said.

JFA urges Manipur CM Ibobi Singh to protect Manipur media

Guwahati: Journalists’ Forum Assam (JFA), a scribe body of the state has extended its moral support to the agitating journalists of Manipur on its struggle against the militants. JFA argues that the media persons under the banner of All Manipur Working Journalists’ Union (AMWJU) have taken a significant stand against the armed militants who have threaten the media with their gun power.

It is worth mentioning that nearly 200 reporters representing the AMWJU and few newspaper hawkers had met Ibobi Singh on Monday after a silent process in Imphal regarding the persistent threats on the media, imposed by certain militant outfits. The armed outfit have reportedly threatened the editors and reporters that they would be shot if they publish newspapers and also threatened the hawkers. The State has not witnessed the publication of daily newspapers for the last two days.

Most of the northeast India based militant outfits have made it a habit to order the editors of newspapers to publish their press statements ‘as it is’. Otherwise, the concerned editor-journalists face harsh words and even physical assaults from those so-called revolutionary outfits. Unlike Assam, the practice is very much relevant in Manipur.

“In any situation, the media should (must) not be dictated in a democratic country. A section of Manipur militants have taken the unacceptable way to threaten the scribe and also the newspaper sellers and distributors there. We urge the authority to take necessary actions in this regard,” read a statement issued by JFA president Rupam Barua and its secretary Nava Thakuria.

The JFA also appealed to the civil societies of Manipur, particularly the vibrant women’s organizations to stand behind the media persons such that they can exercise their freedom and also serve the society in a better way.
