SDPI to observe April 14 as social justice day

New Delhi: Social Democratic Party of India (SDPI) observes April 14, the birth day of Dr. Baba Saheb Ambedkar, as Social Justice Day.

The party has designed various programmes to express solidarity with different struggles for social justice going in India. The party will start campaign demanding reservation in education and employment for socially and educationally backward and down trodden class of people, proportional to their population.

The one year long campaign will be inaugurated by the National President A Sayeed at Kolkata on the Social Justice Day. Sharfuddin Ahmed General Secretary, Sam Kutty Jacob Vice-President, Noushad Punnakkal National Working Committee member will attend the function.

Swapan Kumar Biswas President Dalith – Muslim Friendship Association, Vikram Sarkar President Bharathiya Bahujan Samaj Party, Tayedul Islam State President Social Democratic Party of India will also participate.
Different programmes are planned in states to observe the day. Seminars are to be conducted in seven centers in Tamil Nadu. Rajasthan state committee of the party is conducting a seminar in the state capital Jaipur.

An award is to be distributed in Kerala for the best media work on Dalith issues. Manipur and Kerala are conducting a poster campaign. In Kurnool, Andhra Pradesh a public meeting is to be conducted.

Former Karnataka CM says Congress has only used Muslims as vote bank

Bengaluru: Former chief minister and Karnataka Janata Party (KJP) chief B S Yeddyurappa said that Congress has used Muslims as their vote bank and highlighted some burning issues facing the community in the state.

KJP released its manifesto here on Saturday and has promised a budget of Rs. 2,000 crore for the development of Muslim community and creation of employment and basic amenities was also promised, if elected to power.

He also promised to reserve a development package in the budget of Rs. 250 crore for the Christian minority and Rs. 2,000 crore for backward classes.

The party released its 4th list of candidates, which has one Muslim, N.K. Fareed contesting from Narsimharaja.

Even as communalism grows in India, some of the fiercest voices raised in defence of Muslims happen to be those of Hindus

Every time I despair of the land of the myriad hues and contradictions that is India, every time it’s many heroes give me fresh hope. And every time I stick out my neck to share the insecurities and concerns of my tribe and other dispossessed, I receive loads of fan mail most of which cannot be reproduced in these columns. Clearly, the Net is full of all sorts of fish. The comforting anonymity of cyberspace removes all inhibitions revealing our true colours.

But there are also those out there who never cease to amaze you with their generosity of spirit and ability to feel others’ pain. One such blessed soul is my friend Shashank Sharma, who heads a multinational IT giant. (I hope he will forgive this impudence to name him).

I have often found myself overwhelmed by his humanity and unqualified support in the face of my rants. More than a feedback, his mails are often the healing touch and empathy that emotionally-scarred souls crave and need. A kind word here and an understanding nod there may not cost much but they go a long way in healing wounds and winning hearts and minds.

Shashank isn’t an isolated exception. There are many like him out there. Some of the fiercest voices raised in defence of Muslims happen to be those of Hindus or non-Muslims. From Teesta Setalvad, Mukul Sinha, Harsh Mander, Rahul Sharma, RB Sreekumar, Sanjiv Bhatt and Ashish Khetan--all of them associated with the fight for justice in Gujarat--to Justices Hospet Suresh and Rajinder Sachar, Arundhati Roy, Amaresh Mishra, Prof Haragopal, Dr Manisha Sethi, Tarun Tejpal, Jyoti Punwani, Ram Punyani and many others, the list is endless.

If there’s still hope for our world and India notwithstanding its million mutinies and extreme incongruities, it’s because of these kindred spirits. All of us stick up and bat for ourselves. It takes real courage and selflessness to stand up and speak up for others. It’s all the more audacious to do so when the wind is blowing in the opposite direction. Swimming against the tide is never easy.

Press Council Chairman Justice Markandey Katju stood up this week to once again speak for a voiceless minority, turning on the media for its perpetual witch hunt of Muslims. Addressing a symposium in Hyderabad moderated by The Hindu’s Editor Siddharth Varadarajan, Katju tore into media for demonising the Muslims and deepening a sense of injustice and alienation in the community: “Whenever a bomb goes off, TV channels start blaming Indian Mujahideen, Jaish-e-Mohammed or some Muslim name based on an email or SMS. An email or SMS can be sent by any mischievous person. The certain message you are sending is that all Muslims are terrorists and they have nothing to do except to throw bombs.”

Katju sees injustice, discrimination and poverty as the main causes of terrorism: “There’s discrimination against minorities in India, Pakistan and Bangladesh. This would give rise to injustice and, therefore, to terrorism.”

Not surprisingly, Katju’s plain-speaking has elicited nothing but derision and rolling up of editorial eyes. But the former Supreme Court judge, known for his brilliant speeches and inconvenient candour in and outside the court, has earned himself immense gratitude and silent prayers of millions, especially those condemned to waste their lives for years and decades in detention or under a cloud of suspicion.

Thousands of Muslims are estimated to be languishing in prisons across the country implicated in manufactured cases or as terror suspects. Even when some of them are fortunate enough to be freed, their lives and careers are wrecked beyond hope, as Deccan Herald reporter Siddiqui and DRDO scientist Mirza are beginning to realise. The stigma stays with you forever.

This week, Rizwan Baig, a witness in the 2012 Pune blasts case, put an end to the continuing police persecution by ending his life. Another case from Pune is that of Dr Anwar Ali. Once a distinguished professor at the National Defence Academy, he now sells books by the wayside following his release on bail after eight years of incarceration in the 2003 Mumbai blasts case.

The strange case of Mohammed Amir, picked up from Delhi when he was 18 and shunted for 14 years across various jail before being released last year without an explanation, has made it to several international publications. These are cases that have come to light thanks to some conscientious journalists and rights activists. Everyone isn’t as lucky.

Although many governments have changed in Delhi in the past two decades, little has changed for the Muslims. “Innocent youths are subjected to illegal arrests, fake encounters, fabrication of evidence and media trial in the same manner as was the routine under draconian laws like TADA and the POTA,” says Dr Manzoor Alam of the Milli Council which recently hosted a national convention on the issue in Delhi.

Manisha Sethi, President of Jamia Teachers Solidarity Association, says the costs of malicious prosecution and long incarceration, let alone the financial, social and psychological costs, are simply staggering.

Prime Minister Manmohan Singh and Home Minister Sushilkumar Shinde have talked of fast-track courts to deal with the piling numbers of Muslim detainees after the issue was raised in parliament by some lawmakers.

It’s a welcome proposal although its timing is interesting. But how about doing something to check the illegal detention and victimisation of innocents in the first place? How do you deal with the mindset that puts a whole community in the dock? Former inspector general of police S R Darapuri, who runs NGO Rihai Manch against illegal detentions, sees the increasing communalisation of the police force as the root cause of the problem.

“They routinely arrest Muslim youths, often without any preliminary investigation. Even courts are biased as is often reflected in the routine rejection of bail applications of Muslim detainees," he told German broadcaster Deutsche Welle this week. Rights activist Subhash Gatade agrees: “The rot runs deep. A large part of the judiciary, media as well as polity, suffers from this bias.”

Journalism veteran and peacenik Kuldip Nayar is worried about the growing communalism and increasing distance between Hindus and Muslims. “They have no social contact with one another,” writes Nayar in his latest column. “The madness which I saw before Partition is just below the surface now. The spirit of accommodation is drying up.”

Calling for punishing those threatening the secular foundations of the country, he says: “The destructors of the Babri Masjid are yet to be punished. Modi hasn’t been touched for the killing of 3000 Muslims. Instead, he is elevated in the party. I have this uncomfortable feeling communalism is getting legitimacy. More and more people are turning fanatic. Even the police and security forces have not escaped contamination. Little do they realise that democracy has no meaning without pluralism. Hatred and bias have to be eliminated from the body-politic, if democracy has to survive.”

Is anyone paying attention to these solitary voices of sanity? Or will they once again prove the voices in the wilderness?

Tracing composite culture of India

The division of Indian History into Hindu period, Muslim period and British period (not the Christian Period!) or as that of Ancient Period , Mediaeval Period and Modern Period has been attracting prolonged debates since long .The terminology of such nomenclature not only gives a feel of discontinuity in Indian History but also sounds as if it has been a history of alien people or civilizations descended from asteroids .

Imperialist historians had vested interests in penning down the history of India, and afterwards the nationalist historians could not resist the temptation of becoming reactionary in their writings to some extent. Leftist historians politically tried to reap the benefits out of diverse streams to establish their materialistic ideas in a land where the society was gradually becoming sick of sectarian religious thoughts. The outcome was an environment in which consciously or unconsciously history was reduced to a tool; being used for raising interests of one group or for demolishing interests of the other group. History became a weapon, sometimes double-edged, which when treated was bound to cut or injure the sentiments of this side or that side, and sometimes both the sides.



Politicians started using History by misrepresenting or distorting the facts to establish their points. Impartial writing of History, thus, became redundant; as one who was interested in writing History was not impartial, and one who was impartial was not interested.

So, our country during the last six and a-half decades had to pass through a period of crisis of faith and belief in its own History. ‘Love this’ and ‘hate that’ or ‘Left is right’ or ‘Right is wrong’ or vice-versa spirit of Indian History writing marred the real spirit of History; and the fundamental knowledge remained jaundiced bereft of new branches and dimensions of macro-micro social relevance .

History in Independent India has been parading in Left and Right wings, both adamant to make use of it for establishing their own view-points of interest. This, in fact, has been the biggest agony of History during the last seven decades in India.

Sajhi Virasat : Sajha Samkalp ( Sagar Trust , Varanasi , Aug. 2011,) edited by Ram Puniyani , former Professor , IIT , Mumbai , and Dr. Mohammad Arif , Chairman , Centre for Harmony and Peace , is only a 75-page booklet containing the valuable research articles of eight scholars on different aspects of history, religion, culture, peaceful co-existence and legacy of Indian history during the “AGE OF HARMONY , 8th Century – 19th Century.”

Authors have brought forward new facts lesser known till date which dazzles our knowledge of history of the period. They have demolished the general feel that history is a weapon for the politicians and the vested interests, and have successfully established that, if taken in true broader aspect, history can be the mightiest bond of peaceful co-existence, a strong inspiration for humanity’s moral and material development, a unique lesson for creating tolerance and patience among citizen, a builder of national character and love.

I wish the contents of this precious publication are made available to English educated students also. The book has immense scope to expand its horizon. It may be a basis for rewriting history in wide public interest. It can set some important standards history stands for.

Scripts and language awareness is must for reading and writing of History of respective periods. The study and research in the history of the ‘Period of Harmony’ requires basic knowledge of Persian. Unfortunately our university and college students of history are not capable to reach to original documents of the period due to lack of knowledge of Persian. They derive their conclusions on secondary and tertiary sources in Hindi or English. This not only hampers the true spirit and confidence of a researcher, but also makes him feel guilty. Hence, he is reduced to a simple listener in conferences and seminars. On the other side, their neutrality unconsciously provides chance to non-serious persons to define, distort, and misrepresent History in their own interest. I, therefore, appeal to students and scholars of history to become serious about the knowledge of History and not to allow it to become a toy or tool in the hands of novice.

The findings of these research pieces are glaring and deserve to be imparted to young minds, so that a strong independent India free of menial feelings of caste, class and creed etc. comes out adopting love and respect for the Nation. Such lessons of history can not only fight with but can also eliminate the curse of terrorism, Naxalism , communalism etc once forever.

One hopes that an expanded version, with clear references is brought out soon.

Nitish takes a dig at Modi, JD-U sets deadline

New Delhi : A day after the Janata Dal-United (JD-U) came out against Narendra Modi's prime ministerial candidature, Bihar Chief Minister Nitish Kumar Sunday took a dig at Modi, saying one state's model of development cannot be a possible answer to India's ills.

A resolution passed at the end of the two-day JD-U national executive meeting here also asked the Bharatiya Janata Party (BJP) to name its prime ministerial candidate by the end of this year.

It was the most unambiguous public expression of opposition within the BJP-led National Democratic Alliance (NDA) to Modi, widely seen in his own party and by his supporters as a prime ministerial candidate.

Addressing some 1,300 delegates of JD-U, the second larger member of the NDA, Nitish Kumar took a dig at Modi and thundered that his party would never give up secularism.

He said his party's alliance with the BJP -- the two together run the Bihar government -- could continue only if "some fundamental issues" were made clear.

Nitish Kumar invoked former prime minister Atal Bihari Vajpayee, who had asked him to follow 'rajdharma' after the 2002 Gujarat riots.

"You need Atalji's approach of taking everyone along to run this country," he said. "Only a person who can understand the diversity of this country can lead it."

Alluding to an incident when Modi refused to accept a skull cap from a group of Muslims, the Bihar chief minister said to applause: "You have to respect everyone. Sometimes you have to wear a cap, sometimes you have to sport a 'tilak'."

In his speech, Nitish Kumar did not take Modi's name even once.

But in an obvious criticism of the Gujarat leader, Nitish Kumar said the Indian electorate was intelligent enough to see through speeches.

"The people of this country may not be very educated but they are intelligent."

Nitish Kumar underlined that economic development was taking place everywhere, and one state (read Gujarat) could not be cited as an example for the rest of the country.

"What kind of development do we want?" he then asked. And in remarks clearly aimed at Modi, he said he would not want a development model that kept large chunks of people deprived of drinking water.

But he said there was no problem in the BJP-JD-U alliance in Bihar.

"We want to walk together and we don't want to leave anyone," he said. "But certain fundamental issues should be made clear."

He said the JD-U would never give up its principle of secular values. "If its alliance with BJP broke down in future, the JD-U will take a decision depending on the situation."

He said when the BJP and JD-U alliance came up, it was made clear that certain divisive issues close to the BJP's heart would have to be set aside.

These included the BJP's demand to scrap article 370 of the constitution giving special status to Jammu and Kashmir, the demand for a uniform civil code and the call to build a grand Hindu temple at the site of the razed Babri mosque in Ayodhya.

Nitish Kumar's comments came a day after the JD-U declared that support to Modi -- who has been addressing meetings praising his own Gujarat administration -- would compromise its secular credentials.

There was no immediate reaction from the BJP to Nitish Kumar's comments, but party president Rajnath Singh called Modi its most popular leader.

"Narendra Modi is the most popular BJP leader as of now," Rajnath Singh said on CNN-IBN's Devil's Advocate programme.

"I cannot say who will be the PM candidate but he (Modi) is undoubtedly the most popular leader."

Asked about Modi's projection of himself as the prime ministerial candidate, Rajnath Singh said: "Narendra Modi has never said he should be projected as the PM candidate."

Congress second list out

Bengaluru: After much anticipation, the Congress Party finally released the second list of 40 candidates for the May 5 Assembly elections in Karnataka.

Continuing its dynasty politics, Priyank Kharge, son of Minister for Labour and Employment Mallikarjuna Kharge, and Ajay Singh, son of former chief minister Dharam Singh were given tickets from Chittapur and Jewargi respectively.

However, Rehaman Sharief, grandson of former Railways Minister C. K. Jaffer Sharief, a top contender for Hebbal constituency seat, has been left out from the list.

B.A. Mohiuddin Bava has got the Mangalore north seat.

The party still has to announce 9 candidate names out of the total 224 assembly constituencies.

Life of Pi famed actor from Assam appeals for peace on Bihu eve

Guwahati: Life of Pi fame film actor from Assam, Adil Hussain who was in Guwahati to celebrate the Assamese news year, Bihu, appealed to the people of Assam for peace and harmony in the state for prosperity.

Hussain, who has acted in several Hollywood and Bollywood films was born in Goalpara district of the state said that violence and hatred will only bring downfall to the region and its people.

“My heart bleeds when I read in newspapers about the violence and killings of my state and place which is very close to my heart even though I stay away physically. What we need is love and compassion for each other so to prevail an atmosphere of peace and prosperity. I hope from this Bihu, we will love each other and make our place better to live,” said an emotional Hussain taking part in Bihu celebration in Guwahati on Sunday.

He also said that the state has such a glorious history of peace and harmony which was initiated by great saints Sankardeva and Ajan Peer several centuries back. “We need to follow that not the path of violence,” Hussain who teaches in National School of Drama in New Delhi further added.

He was referring the recent series of violence, including the BTAD and Rabha-Hasong which rocked the entire state in which numbers of people were killed and properties were destroyed.

Besides the Oscar winning ‘Life of Pi’, he has acted in number of international projects including Mira Nair’s ‘Reluctant Fundamentalist’ in 2012. Moreover, Adil Hussain acted ‘Lessons in Forgetting’ has won a National award this year.

The 49 year old actor will leave the state on April 21 after visiting his home town Goalpara during the Bihu festival.

Bengaluru: One conspicuous image in the Sarvagna Nagar office of the Social Democratic Party of India (SDPI) is that of Dr. Mehboob Sharieff. A Chiropractor by profession, Dr. Saab as he is called in SDPI circles, has his election campaign posters all over the place. When Muhammad Sadiq, the party’s National working committee member, mentioned about the man in those images being imprisoned in the past for fighting Dalit and Christian causes, I wanted to learn more about him, and called him for an interview.

“Are you a journalist?” was Dr. Saab’s first question to me. “My son is studying journalism at JNU; he was pursuing LLB, when I was arrested, but when he saw what happened to me, he gave up law, and took journalism.” I was not sure, if he, like his son also believes that journalism is better than practicing law, but it seemed like he did, which only made things easier for me.

Excerpts from the interview:

TCN: Why did you join politics, didn’t you find an alternative way to help people, if that’s what your intention is?

I’ve been an activist all my adult life. When in college, I joined various charity and social groups to help economically backward and other downtrodden people. I was also involved in dawah work for some time. Through these involvements I tried to help the poor, and also tried to rehabilitate Muslim women who had become victims of flesh trade. But when I realised what I was doing was not enough and did not bring real change in society, I decided to join politics.

But isn’t this more or less the same reason given by every politician at the beginning and when they get elected they deliver little?

The background that I come from and the kind of work I have done in the past, sets me apart from other politicians for whom politics is a mere profession. I’ll be the best person to do this. For me this is an opportunity to help people.

SDPI is generally seen as a Muslim party, so will you only work for Muslim causes and how would you convince people from other communities to vote for you?

Politics today is in control of few powerful people, people belonging to the so-called upper caste community. There are many who are oppressed, and the oppressed are not just Muslims. Common man is suffering; tribal lands are taken away and sold to corporations for profit. What Islam teaches and what our Prophet did was not only for Muslims, but for the whole humanity. So, SDPI is not only for Muslims but for everyone, though most of our candidates and cadres are Muslims.

There are so many political parties around, why did you join SDPI?

Every political party has its own ideology. Everyone talks about secularism, socialism and equality to all, but no one practices it. The Congress party is considered to be the most secular of all, but what has it done. They are so many corruption charges against its members and many communal riots have taken place when they were in power. The leftists and the communists, what have they done, look at Kolkata, look at Nandigram, their policies are based on selfish gains. SDPI works with benefits to people in mind.

What difference do you think, educated people like you can bring into politics?

We would be able to better analyse the situation, comprehend issues, study societal needs and deliver justice to all. There are rights given to everyone by our constitution; an educated politician can understand this and fight for it.

If you do get elected, what changes can people expect from you?

For 66 years, civil and human rights activists are fighting for various causes, Anna Hazare led an anti-corruption campaign across the country, but what happened, his party members eventually had to join politics, because they understood that shouting outside would not make any difference, one has to get inside.

My vision is to bring due shares and constitutional rights to everyone if I get elected. My constituency is one of the largest in the city, but partiality is in practice against the minority community here. There are no civic amenities, no hygiene and no development. I will change this. What is the point of just having a tag of a MLC or MLA, when one is not helping his people? I will be a true and honest person and transform my constituency.

Himayat Baig convicted of 2010 Pune blast

Pune : A Pune court Monday held Indian Mujahideen operative Himayat Baig, a prime accused in the German Bakery blast here, guilty for his role in the terror attack which left 17 people dead and 64 injured, officials said Monday.

Pune Sessions Court Special Judge M.P. Dhote delivered the verdict before a packed courtroom Monday morning.

Special Judge Dhote will pronounce the quantum of sentence for Baig April 18.

The blast occurred Feb 13, 2010, at the German Bakery in Pune's upmarket Koregaon Park. The bakery was a popular haunt of youngsters and foreign tourists.

In September 2010, about seven months after the blast, Baig was nabbed from Udgir, Latur district of Maharashtra, by the state's Anti-Terrorism Squad.

Special Public Prosecutor Raja Thakre told media persons after the ruling that the court had found Baig guilty on various counts under Indian Penal Code Sections 302, 307, 120b, 153A, 325, 326, and others, pertaining to murder, conspiracy, destroying property and other serious crimes.

Baig's lawyer A. Rahman said that though they respected the verdict delivered Monday, they would appeal against it in the Bombay High Court.

BJP releases third list of candidates in Karnataka

Bengaluru: Following Congress’s second list release, the ruling BJP announced its third list with 37 candidates late night on Sunday April 14.

Like its previous two lists, no Muslim was given ticket for the declared 213 candidates so far. BJP had announced its first list of 140 candidates on April 5, 2013.

MLAs Katta Subramanya Naidu, SN Krishnaiah Setty and Y Sampangi, who are facing corruption charges, have not figured in the list. However, there are speculations that the party might consider fielding family members on their behalf.

As the last day of filing for nominations is April 17, the fourth and final list may be expected soon.

In his speech A. Sayeed expressed his concern on how the communal fascists are creating hatred among the people of the nation in order to come to power. SDPI strongly protests against any attempt to promote politics of hatred, he added.

Criticizing the communal politics he said, Indians are facing problems in economy and social sectors.

While addressing the audience, A. Sayeed said Muslims in India are frightened both by the attacks from communal fascists and also by the injustice towards them from side of government. A situation has now been developed in our country which lets the communal forces free to do any kind of atrocities against Muslims including attempts for racial extermination.

Appropriate legal actions have never been taken in any of the communal attacks took place in India. In addition innocent Muslims are arrested and detained in jail on fabricated charges.

Muslims are the most targeted community and Dalits are the most neglected, he added.

Call to save the heritage of West Bengal:

A number of historical monuments, sites and mosques are neglected and facing devastation in West Bengal. On the occasion of ‘world heritage day’ on April 18, SDPI will raise public awareness about the diversity and vulnerability of the world’s built monuments and heritage sites and the efforts required to protect and conserve them. The state unit will organize awareness programme “to remind the government and the people of West Bengal the vulnerable situation around the hereditary monuments in West Bengal.”

SDPI has also started a yearlong campaign for reservations for Muslims and Dalits.

KMMM announces support to Congress as major demands accepted

Bengaluru: Karnataka Muslim Muttahida Mahaz (KMMM), an influential Muslim political lobby in Karnataka got a major accomplishment by getting their main demands accepted by top political leadership of the state unit of the Congress party.

KMMM had organized an indoor meeting in Daraul Salam at Bangalore with top Congress leaders like probable Congress chief minister candidate and leader of opposition Siddaramaiah, Karnataka Pradesh Congress Committee president G. Parameswara, Congress chief election strategist C.M. Ibrahim, former union minister C.K. Jaffer Shariff and other key Congress leaders.

KMMM which is a confederation of 28 Muslim organizations, both national and state based, and has reach in every district and taluka of Karnataka owing to the cadre support of its confederated organizations. Muslims religious leaders from every group were present in the meeting, including Muslim entrepreneurs, and social activists.

KMMM has prepared a public charter of demands by the Muslim community of Karnataka, which has stressed more on empowerment, security, development, education and administrative efficiency.

The charter of demands by Muslim community is as follows,

1. EMPOWERMENT
1.1 Fair representation to Muslims to be ensured in all local bodies and other administrative institutions starting from Village Panchayath, Zilla Panchayath, and town municipalities either through reservation, election, or nomination.
1.2 Due representation be given to Muslims in various commissions, corporations, boards, senates and committees, especially in the KPSC. The persons chosen for these posts must be highly respected, competent and senior members of the community without political affiliations.

2. SECURITY
A thorough re-look into two aspects: Communal violence and terrorism.
2.1 Communal Violence: The district authorities-administrative and police be directed strictly to contain the communal violence within 24 hours and bring the criminals to book and punish them severely. Any negligence on their part shall not go unpunished under the pretext of demoralization. They shall be suspended immediately and a high level enquiry shall be ordered against them and against the incident within a week. Such enquiries shall be completed within 3 months and action shall be taken as per the recommendations without fail.
The victims shall be compensated timely and adequately. In case of death the kin of the deceased shall be given a government job suitable to his/her education or skill. At least Rs. one crore be paid to the family of the deceased and Rs. 50 lakh for the loss of limb.
2.3 Adequate amount should be paid for other injuries. Compensation in actual be given for the loss of property. As a measure to control the riots effectively, the compensation amount shall be collected from the rioters and negligent officers.
2.4 The target over the next 5 years should be to rapidly increase representation of Muslims in the police force proportionate to their population. (In March 2013, Kolkata Police recruited a record 18.9% Muslim constables out of a total of 2354).
2.5 One Muslim police officer shall be posted at every police station in communally sensitive areas.
2.6 A time-bound training programme to sensitize police force regarding communal harmony and peace must be initiated.
2.7 Action against vigilante groups: Communal harmony in the coastal parts of the state has been significantly harmed by the division and hatred spread by right-wing forces. There have been numerous instances of harassment, threats, and violence against the Muslim and Christian communities by these vigilante groups, but hardly any action is seen to be taken against these law breakers. Every such instance shall be pursued vigorously to ensure justice is served and such outfits are banned.
Terrorism: The indiscriminate arrest of Muslim youth without evidence should be stopped forthwith.
2.8 In case the investigating agencies find any reasonable suspicion and immediate arrest is inevitable, the arrests shall be subject to review and confirmation as in case of the ANTI-GOONDA ACT. A review committee consisting of a sitting High Court judge, the Chairman of the state Human Rights Commission and the chairman of state Minorities Commission should be formed for this purpose in order to eliminate any kind of bias by the police.
2.9 Those arrested, detained and subsequently found innocent by courts and released shall be compensated and criminal prosecution against the officials responsible for arrests should be launched.
2.10 All the persons detained in the terrorism related incidents and completed one year in prison should be granted bail.
2.11 Special fast track court should be established to hear the terrorism related cases.

3. DEVELOPMENT
3.1 A Special Component Plan exclusively for Muslims: Budgetary allocation should be made in proportion to the population of Muslims in socio-economic upliftment projects. The budget allocated for Muslims shall be made non-lapsable, and full utilization of funds must be ensured through proper implementation.
3.2 The recommendations made by the state Backward Classes Commission (Ravi Verma Kumar Special Report) to increase the sub-quota of reservation to Muslims to 6% shall be implemented.
3.3 A new Chief Minister’s 15 point programme should be launched to ensure a minimum proportion of state schemes to minorities and development projects in Muslim concentration areas on the lines of PM 15 point programme at national level.
3.4 At least 5% of the budget of Department of Minority Welfare should be allocated to providing free site/houses to Muslims along with infrastructure upgrading like drainage, roads, electricity, drinking water etc.
3.5 A comprehensive socio-economic and education survey should be done by professional third party agencies covering all districts. Proper interventions can be planned only when correct data is available. The survey should commence within three months of new government formation and may be completed and results published within a year.
3.6 Increase involvement and funding to community NGOs to manage and operate hostels, Madrasas, orphanages, destitute/shelter homes etc.
3.7 Formation of State Minority Welfare Planning and Monitoring committees within three months of government formation
on the pattern of the Union Ministry of Minority Welfare, two state level committees i) State Minority Plan Advisory Committee and ii) State Minority Welfare Monitoring Committee shall be formed. These committees will function under the Department of Minority Welfare to assist in Planning and Monitoring of all central and state Minority welfare schemes and the PM 15 point programme schemes that are being implemented by other departments. These committees should be represented by academicians, retired judges, bureaucrats, accomplished professionals, and representatives of large NGOs who have no link or membership of any political party.
3.8 Strengthening of Wakf Institutions to increase self-sufficiency within community: Improved utilization of Wakf properties requires proper administrative back up by the state government in the following manner:
· Inclusion of the Wakf properties under Section 22A of the Registration Act.
· Complete survey and identification of Wakf properties across the state within two years and publication of complete report in public domain
· Wakf properties under state government occupation shall be restored back to the Wakf Board or rental/ leased should be increased at prevailing market rates.
· The DC to file criminal cases in the respective jurisdictional police station against all those involved in illegal transfer, alienation and occupation of WAKF properties.
· Supersession of WAKF Board and appointment of an Administrator with a HIGH POWER COMMITTEE under the Chairmanship of a Retired High Court Judge, serving and retired IAS/IPS officers and other eminent persons for development of WAKF properties with a mandate to complete the job within three years.
3.9 Creation of Minority-One help centres in all Minority Concentrated Towns and Taluks

4. EDUCATION
4.1 Review school syllabus: From primary to university level the syllabus especially of languages and history subjects must be reviewed in order to make it more objective. Ensure representation of all religious groups to clean the distortions and prejudices that have cropped in and stop spoiling the young minds at source.
4.2 For imparting quality education to Muslim children, the Govt. shall start at least 100 KENDRIYA VIDYALAS in Muslim concentrated areas particularly in slums where 75% of seats shall be reserved for Muslims.
4.3 Meaningful steps and budgets to reduce drop-outs among Muslim boys and girls: An estimated 50,000 Muslim children are dropping out of school every year in Karnataka. There needs to be increased funding and commitment to ensure successful implementation of the “remedial coaching scheme”. As the current model of voluntary registration by schools for the scheme has not worked very well so far, the Directorate of Minorities must engage external professional agencies to facilitate improved implementation.
4.4 According to a statutory recommendation by the National Commission for Minorities, more girls-only high schools and hostels for girls should be set up in minority concentration areas with transport facilities and female teachers.
4.5 Separate Hostels for Muslim boys and Girls should be constructed in each district with the capacity of 100 students with the capacity of 200 students in Bangalore.
4.6 JUSTICE RANGANTH MISHRA COMMISSION REPORT recommended vide para 16.2.7: ” as by the force of judicial decisions the minority intake in minority educational institutions has, in the interest of national integration, been restricted to about 50%., thus virtually earmarking remaining 50% for the majority community– we strongly recommend that by the same analogy and for the same purpose, at least 15% seats in all non- minority educational institutions should be earmarked by law for the minorities as follows:
10% for the Muslims (commensurate with their 73% share in the total minority population) and the remaining 5% for other minorities. But in no case shall any seat within the recommended 15% go to the majority community”.
These recommendations which are totally legal, fair and justifiable shall be implemented by law in the state.
4.7 Establish NAVODAYA RESIDENTIAL SCHOOLS in each district exclusive for Muslim backward children. Similarly 15% of seats should be reserved for Muslims in all the existing NAVODAYA SCHOOLS. Necessary provisions may be made by law.
4.8 Increase allocation to Directorate of Urdu and other Minority Language Institutions for teacher training. The Directorate of Urdu and other Minority Language Institutions in the Department of Primary Education must be provided with increased budget within teacher Training funds to implement teacher training scheme. This scheme must engage private NGOs/ training agencies specifically to enhance the capabilities of teachers in Government Urdu medium schools.
4.9 Special emphasis has to be given to filling the vacancies of Kannada teachers in Urdu schools.
4.10 Recognize Madrasa education: The state must recognize the students from Madrasa who have completed Alamiyat course as equivalent to Graduation, which should then qualify these students to jobs in the government as also admission into the college.
4.11 Strengthen minority educational institutions: Starting of CBSE/ICSE schools by minority institutions must be facilitated by ensuring that the NOC from education department is not refused or delayed. All minority educational institutions desirous of obtaining government aided status must be directed through the Directorate of Urdu under the department of Minority Welfare.

5. ADMINISTRATIVE EFFICIENCY
5.1 Facilitation centres on the lines of Bangalore-One are needed in order to raise the awareness among Muslims about the related schemes. It should facilitate applications, tracking and receipt of benefits. This should be implemented through professional agencies to manage and implement the scheme centrally, and NGOs to operate these centres at Minority concentration towns at taluk level.
5.2 Gram Panchayat/ Ward as unit of planning for implementation of MSDP in the state within three months of government formation: Budget allocated for Minority Concentrated Districts (Bidar & Gulbarga) under the PM 15 point Programmes should not be used for general purpose development of the district. It must be implemented by making the Gram Panchayat and ward (and not the district or block) as units of planning for educational and infrastructure schemes and their implementation, to benefit the Muslims beneficiaries.
5.3 Publication of disaggregated data on Muslims, along with other backward communities: All publications, analytical documents, study reports, and annual publications brought out by the various state government departments and agencies report the physical and financial progress data, amount spent etc. should be disaggregated into backward communities including SC, ST, OBC and Muslims separately, along with the total for the state, wherever it is applicable. Reports such as “Report on Representation of Scheduled Castes and Scheduled Tribes in State Civil Services” brought out by DES must be extended to cover OBC and Muslims as well. This will help the community identify its status and achievement vis-à-vis various government schemes and benefits, and identify issues that need to be addressed.

6. GENERAL
6.1 Public Morality: Display of obscene figures and text through media, films and advertisements at public places must be banned. Likewise the sources of these evils- night clubs, disco centres should be banned. Prostitutions should be effectively curbed.
6.2 Effective measures must be taken to gradually prohibit alcoholic drinks, drugs, gutka and other intoxication substances.
6.3 The institution of Lok Ayukta must be made more effective and powerful in order to eliminate corruption in public life. Stringent action shall be initiated against politicians, bureaucrats and officers who indulge in corrupt practices.
6.4 The abundant natural resources of the country look like being auctioned to private individuals and corporate sectors. The common man is overburdened with number of taxes; subsidies meant for poor are rolled back and magnanimously poured upon the big business houses and MNCs. These pro-rich policies and practices shall be stopped.
6.5 The government should take care to provide basic needs like food, shelter, safe and clean water, sanitation and health facilities and good roads to common people especially the poor and slum dwellers.
6.6 Privatization of mineral and water resources shall be banned.
6.7 Our state shall be freed from Endosulfan and other pesticides and it should be converted to organic state in a phased manner.

More demands:

Masood Abdul Qadar convener of KMMM put forward more fresh demands in the form of suggestions. He said, the CM seat should be held in rotation mode by oppressed communities, and a Muslim should get a place into the office. If it is not possible than at least a Muslim should be made deputy CM and the draconian Karnataka cow slaughter prohibition bill should be repealed.

Mahaz convener also mentioned that Muslims feel that Congress party has failed to deliver on its promises, and he also added that KMMM will not support candidates with criminal background even from Congress party.

Karnataka assembly opposition leader Siddaramaiah assured the gathering that many of the demands in the charter has already been taken up in Congress manifesto and some are in consideration of the party. He announced that Congress will form a special program for minority’s and reiterated that his party is committed in inclusive growth of Muslim community.

He also expressed his amazement to the KMMM activities and said when he was finance minister a decade ago no Muslim organization used to come forward with their problems and demands. So government often failed in planning programs directed at the welfare of the Muslim community. Siddaramiah moreover said the promises which Congress made wouldn’t be mere lip service and party will not abandon Muslims after getting voted to power. He said ‘Congress will be with Muslims, in their good and bad times’.

Karnataka Pradesh congress chief G. Prameswara said he has been in politics for past 25 years and for the first time he has witnessed Muslim coming together with their grievances. Prameswara candidly accepted that Congress has given many promises to Muslims but failed to deliver them, he regretted that congress lost its track in the past of fulfilling its responsibility for Muslim community.

Prameswara assured Muslim leaders that if voted to power Congress will implement all the promises and demands put forth by KMMM. He also promised that all political motivated cases including terror cases put on innocent Muslims will be withdrawn within 3 months of coming to power.

Iftiqar Qasmi state president of Jamait-ul-Ulema, concluding the meeting, said that he hopes the demands of KMMM and the promises of senior Congress leaders will be implemented. If they do not deliver, Congress leadership should be ready to face tough questions, after the elections, he added.

As the Congress leaderships accepted most of their demands, KMMM announced their support to the Congress party in all assembly segments, and said they will campaign and urged Muslims to vote for the party.

AMU students’ union to launch a movement for AMU’s minority status

Aligarh: The Aligarh Muslim University Students’ Union today organized a Symposium on Restoration of AMU’s Minority character.

It was resolved that AMU Students’ Union will launch a massive movement for the restoration of Minority status of the university. The Convener of the Symposium and Acting President of the AMUSU, Tausif Alam said that the AMUSU will hold public meetings in different parts of the country to mobilize a mass support.

Noted Islamic scholar, Maulana Kalbe Jawwad of Lucknow, Maulana Aamir Rashadi Mdani, National President of Rashtriya Ulema Council, Dr. Tasleem Rehmani, President, Muslim Political Council of India, Dr. Abdul Mannan of Peace party, Professor Bhim Singh, President, Panthers’ Party, J&K, Saleem Peerzada, National President of Parcham Party of India, Shafiqur Rahman Barq, MP, Ilyas Azmi, Ex-MP and several former office bearers of the AMU Students’ Union expressed their views and declared their full support to the cause.

Prof. Bhim Singh, in his address, urged the students to keep away from politicians and ‘devils’ and believe in their own strength. He said that the minority character was the inherent right of this institution, which was snatched away from it. He said he had fought the battle for its restoration in 1965 and remained in jail for about eight months in this connection.

Shafiqur Rahman Barq, Member of Parliament, said that he had raised the issue of minority character of AMU in Lok Sabha and said that the Students’ Union should make their voice louder before the forthcoming parliamentary elections.

Farrukh Khan, former secretary of AMUSU said that this institution was born with minority character and it is an indispensable part of the University. He said that it would remain to be the soul of the age-old institution.

Khan urged the office bearers of the Students’ Union to educate the present generation of the students about this important issue so that every student is well aware of the minority character issue. He said that a constitutional amendment was needed to resolve the issue once and for all.

He also discussed the legal aspects of the matter and said that the 2005 judgment of the Allahabad High Court has ignored AMU’s essential character enshrined in the Parliamentary Act of 1920 and the Amu Amendment Act of 1981, which duly recognized its special character and clarified certain ambiguities forever.

Former Secretary of AMUSU and President, Parcham Party of India, Saleem Peerzada highlighted the history of movements for restoration of minority character. He said that this institution was established for the educational development of Muslims of India and it was not a ‘basement university’.

Former Vice President, Maazin Husain Zaidi said that AMU was an identity of Muslims of Indian subcontinent. He urged the Muslim community to come forward and extend their cooperation in making this drive a national movement.

Three villagers killed in Kashmir avalanche

Srinagar: Three villagers were killed Monday in an avalanche in Kashmir, an official said.

The incident occurred in the afternoon in the frontier Uri area of Baramulla district.

The victims were buried alive in the avalanche near the mountainous Kunjal village, the official said.

The villagers had gone to Kunjal to pick mushrooms when an avalanche hurtled down on them.

"The villagers themselves launched a rescue operation and we also dispatched a police team to the area. The bodies of three villagers were recovered and handed over to their relatives," District Magistrate G.A. Khawaja told IANS.

Sources said people of the area leave their homes early for mushroom hunting and picking these days. The mushrooms grow in abundance in the mountains around this time of the year.

Zakia Jafri files protest petition

Ahmedabad: Zakia Ahsan Jafri, widow of slain former Congress leader Ahsan Jafri, today filed her protest petition praying for the rejection in toto of the SIT final report dated February 8,2012, making a cogent case for the charge-sheeting of all 59 accused listed in her complaint dated 8.6.2006, beginning with Gujarat Chief Minister Narednra Modi.

“A cold-blooded and clear-cut conspiracy to manipulate the tragic Godhra incident -- from the moment of the terrible news -- was planned and executed by Chief Minister Mr Narendra Modi (Accused no 1), in close consultation, especially with then Health Minister Mr Ashok Bhatt (accused no. 2) , Urban development minister, IK Jadeja (accused no 3) and other co-accused cabinet colleagues and especially VHP leader Mr Jaydeep Patel (accused no 21), with whom the CM was first in touch with soon after the tragic Godhra incident. This was aimed at ensuring that the tragedy at Godhra becomes ready fuel for the meticulously planned massacre of innocent Muslims all over Gujarat,” she has pointed out.

The protest petition that runs into 514 pages also has three volumes of annexures and ten CDs. The Citizens for Justice and Peace (CJP) with its entire legal team has assisted in this painstaking and voluminous exercise.

The Petitioner strongly argues that the Supreme Court appointed Special Investigation Team (SIT) had adequate documents and statements to come to a prima facie finding against all the accused. SIT, however decided to cover up the crimes and has gone out of its way to misguide the Court and give a clean chit to the accused.

Phone call records show Mr Modi (accused no 1, A-1) to have been in close touch with Jaideep Patel (A-21) immediately after information of the Godhra tragedy comes in, even before he meets home department officials and ministers. Thereafter, there is a hasty and publicly conducted post-mortem at Godhra, out in the public against all law and procedure while a crowd of VHP workers was present. Mr Modi is present while this happens.

Thereafter, while passions are being cynically stoked, another sinister decision to hand over the dead bodies of Godhra victims to VHP strongman Mr Jaideep Patel (A-21) is taken at a mini-cabinet meeting presided by Mr Modi in Godhra, at which co-accused ministers are physically present. Mr Jaideep Patel too is present at the meeting. Then Godhra district magistrate, Mrs Jayanti Ravi has clearly stated that Mr Jaideep Patel was present at the meeting.

The Protest Petition goes into great detail, relying on documents from the investigation papers, on how the administration and police were deliberately paralysed and neutralised by the conspiracy hatched by Mr Modi, Co-accused, then Gujarat DGP Mr K Chakravari (A-25), then police commissioner, Ahmedabad, PC Pande (A-29), then additional chief secretary, home, Mr Ashok Narayan (A-28) and other key members of the bureaucracy and police who connived as co conspirators in the conspiracy.

Key field reports from the SIB (state intelligence bureau) from all districts were given to the SIT by January 2010, i.e., full three and a half months before the SIT submitted its first investigation report to the Supreme Court on 12.5.2010. These reports reveal a grim ground level reality: gross provocations and bloodthirsty slogans by VHP workers from 4 p.m. onwards on the afternoon of 27.2.2002 (“Khoon ka badla khoon se lenge”, blood for blood) while Mr Modi had still not left for Godhra.

Phone records of the chief minister’s office (CMO) reveal that he went to the airport to catch a helicopter for Godhra via Meghaninagar where the massacre at Gulberg society the next day was organized. Phone records of the CMO also show that after landing in Ahmedabad from Vadodara by aircraft (where he had travelled by road from Godhra on his return journey) too, Mr Modi and officials of the CMO who accompanied him are located at Meghaninagar late evening (mobile phone call records).

Just a week before the Godhra incident, on 22.2.2002, Mr Modi had won in the Rajkot bye-election by a slender margin (a few thousand votes). The glory of his victory had been dimmed with minority votes going heavily against him. Former CPI leader and later Parliamentarian from the Congress, Ahsan Jafri had been an active campaigner against Mr Modi in the bye-election lived in Gulberg Society, in Meghaninagar.

In a sinister furtherance of the conspiracy, the late night meeting at Mr Modi’s residence effectively neutralised the police and administration from doing its constitutional duty. The Protest Petition states that the credibility of the evidence related to the critical 27.2.2002 meeting must be tested during trial and that it was not the job of the investigating agency to pre-judge the issue, acting like a court overstepping its jurisdiction to protect and save powerful accused.

Evidence from Police Control Room (PCR) records submitted by Mr. PC Pande to the SIT after 15.3.2011 reveal cynical and cold-blooded mobilization of RSS workers and VHP men at the Sola Civil hospital from 4 a.m. onwards on 28.2.2002 in aggressive anticipation for the arrival of the dead bodies. Repeated PCR messages, that the home department under Mr. Modi (A-1, who held the home portfolio) and Mr PC Pande (A-21) were trying to conceal, show that both in Ahmedabad and in several locations all over Gujarat crowds were mobilized to aggressively parade bodies with bloodthirsty sloganeering, inciting mobs to attack innocent Muslims.

The then joint police commissioner, Ahmedabad, Mr Shivanand Jha, also an accused in the complaint (A-38), was jurisdictionally in charge of Sola Civil Hospital in Zone 1. As the messages extracted below show, repeated PCR messages desperately ask for bandobast; they speak of the staff and doctors of the hospital being under threat; of a 5,000-6,000 strong mob accompanying the bodies and finally one message also says that “riots have broken out.”
Yet Mr Modi, the entire Home department and the accused under him and individuals accused including Mr Chakravarti (A-25) and Mr PC Pande (A-29) in collaboration with the SIT have strived hard to conceal this evidence. While such aggressive funeral processions were allowed in Ahmedabad, an equally explosive situation prevailed simultaneously in Khedbrahma, Vadodara, Modasa, Dahod, Anand etc. A cynical government under Mr Modi and his co-accused conspirators has done their level best to conceal this evidence.

The PCR records -- that the SIT was trying hard to conceal -- also reveal that while the Ahmedabad police under Mr PC Pande and the home department under Mr Modi and then MOS, home Mr Gordhan Zadaphiya (A-5 ) had enough forces to escort a VHP leader known for his inciteful slogans, Acharya Giriraj Kishore, from the airport to the Sola Civil hospital to accompany the processionists, shouting filthy hate speeches and murderous slogans. But they did not have enough forces to send to Naroda Patiya where 96 persons were massacred in broad daylight (charge-sheet figures in the Naroda Patiya case, though more deaths have been recorded) and 69 persons at Gulberg society the same day and around the same time aggressive processions were being allowed. Mr Modi allowing and openly supporting the bandh and neutralising his administration, decided to give the RSS, VHP, BD mobs a free run of the Gujarat streets to massacre innocents.

As bad or worse were the provocations and hate speeches that were cynically allowed and encouraged by Mr. Modi and his administration. PCR messages of Ahmedabad and SIB messages from all over the state are testimony to this incendiary mobilisation.

Warnings Ignored (from SIB and PCR messages)

12:30 pm on the 27th February: An SIB officer through fax no 525 communicated to the headquarters that there were reports that some dead bodies would be brought to Kalupur Hospital station in Ahmedabad city. "So communal violence will occur in the city of Ahmedabad; so take preventive action."

Another SIB message numbered as Out/184/02 again warned about communal incidents if bodies were brought to Ahmedabad. "Communal violence will occur in the city. So take preventive action." The same message said that karsevaks had given explosive interviews to a TV station at Godhra and had threatened to unleash violence against the Muslims.

At 1:51 hours and again at 1:59 hours on the 28th February there were panic messages by wireless police vans positioned at Sola Hospital demanding immediate protection from Special Reserve Police platoons and the presence of DCP Zone 1.

Message at 2:44 hours on 28.2.2002: the motor cavalcade has reached Sola Civil Hospital.
Page No. 5790 of Annexure IV, File XIV reveals that at 04:00 am a mob comprising of 3,000 swayamsevaks, that is the members of the Rashtriya Swayamsevak Sangh (RSS), had already gathered at the Civil Sola Hospital.

At 7.14 a.m. the PCR van again informs the Police Control Room that a large mob had assembled at the hospital. (Page 5796 of Annexure IV, File XIV of the documents).
Again, another message three minutes later at 7:17 a.m. (Page 5797 of Annexure IV, File XIV of the documents) says that a mob of 500 people was holding up the traffic.

Ten bodies were taken to Ramol, an area near Naroda and a massive funeral rally of over 5,000-6,000 mourners took the bodies to Hatkeshwar crematorium in the afternoon.
At 11:55 am a PCR message is sent out saying that the Hindu mob had become violent and had set a vehicle on fire and was indulging in arson on the highway.

Message at 11.55 a.m. on 28.2.2002 (Page No. 6162 Annexure IV File XV) saying that “Sayyed Saheb, the Protocol Officer had informed Sola-1 that riots have started at Sola civil hospital at the High Court where the dead bodies were brought.”

Again, there is another message with no indication of time (Page No..6172 of 28.2.2002) that states that the officers and employees of the hospital had been surrounded by a 500 strong mob and they could not come out”. The message also made a demand for more security for the civil hospital at Sola.

Annexure IV File XIV- Message No. 5907 and 5925 at 11:58 a.m. on 28.2.2002 shows that when 10 dead bodies were taken from Ramol Jantanagar to the Hatkeshwar cremation ground, a crowd of 5,000-6,000 persons accompanied this procession.

On the morning of 28.2.2002, a SIB message (on page 258 of Annexure III File XIX, message No. Com/538/28/2/02) says that a funeral procession was allowed to take place at Khedbrahma, a town in Sabarkantha district. The message adds that soon after the funeral procession 2 Muslims on their way to Khedbrahma were stabbed and the situation had become very tense.

The subsequent message at page No. 262 of the same file (Annexure III File XIX) mentions that 150 Bajrang Dal workers were on their way from Ayodhya to Khedbrahma.

Another message at page 254 (Annexure III file XIX) – Com/574/2002 sent out at 15.32 p.m. on 28.2.2002 states that one more victim of the tragic train burning at Godhra, Babubhai Harjibhai Patel, resident at Vaghrol, Tal. Vadali in Sabarkantha was brought back and a funeral procession was organised in the town.

Warnings about the deliberate mobilization

At page 365 of Annexure III File XXI( D-166) message No. 73/02 dated 28.2.2002 sent by the ACP(Intelligence) Surat Region to State Intelligence Bureau Headquarters at Gandhinagar, says that between 9-10 a.m. on the morning of 28.2.2002, a meeting was held at Sardar Chowk in Vapi Town where Dinesh Kumar Behri of VHP and Acharya Brahmbatt of Bajrang Dal , Jawahar Desai of BJP and Vinod Chowdhary of RSS made inflammatory speeches regarding the incident at Godhra and called upon the Hindus to unite.

Another message at page 188 in Annexure III, File XVIII sent at 20:38 hours on the day of the Godhra train burning tragedy, i.e., 27.2.2002, mentions the following: “Dilip Trivedi, the General Secretary of VHP and Joint Secretary Dr. Jaideep Patel and Kaushik Mehta in a Joint Statement issued by them have declared that innocent Ram Bhatt’s have been attacked and hence Gujarat Bandh has been declared. They have also stated that the attack on the Ramsevaks returning from Ayodhya was pre-planned by the Muslims. Innocent ladies were molested and compartments were set on fire and Ramsevaks were burnt alive.”

The joint statement issued by the three senior-most office bearers of Gujarat VHP’s unit was clearly designed to stoke communal passion. A reasonable response would have been an immediate government clampdown on such public utterances and if required putting all these trouble makers under preventive detention. But no such action was taken. The VHP called for a bandh on the 28thFebruary and the BJP, the ruling party, openly supported the bandh call. The State, instead of clamping down on the bandh call, gave the VHP leaders and its cadres a free reign and a license to kill.

At page 345, the message titled Vardhi No. 24 contained in Annexure III File XIX dated 27.2.2002sent from D.O., Ahmedabad to the Intelligence Office at Virangam (Virangam is in Ahmedabad rural district) stated that 50 to 75 members of the VHP and Bajrang Dal had gathered at Virangam town chali and in the Golwada area and the situation was very tense.
Another message in the same file, i.e., Annexure III, File XVIII (D-160) at Page No. 19 Message No. 531 ifrom SIB Police to KR Singh at 1810 hours on 27.2.2002 said that, “on 27.2.2002 at 4.30 p.m. when the train arrived at the Ahmedabad Railway station, the kar sevaks were armed with ‘dandas’ and shouting murderous slogans ‘khoon ka badla khoon’ and ‘Bharat Mata ki Jai’.”

Fax Mes. D-1/ HA/ Jaher Sabha/ Junagadh/ 311/02 dated.27.2.02 at10.12 pm sent by PI, CID, Int. Bhavnagar to IG, Guj. State IB, Gandhi Nagar said that Sadhu Samaj president Gopalnandji gave an agitated speech at Junagadh Kadva chowk, on dt.27.2.02 between19.30 to 21.00 hrs. The message then goes on to name specific local VHP leaders and says that they expressed their condolences to Kar Sevaks and then delivered hate speeches and urged all Hindus to unite and told the audience to chop the hands and legs of our enemies. They said in their speech that the incident that occurred at Godhra in the morning at 7.30a.m., yet there was no reaction from the Hindus which was very unfortunate. “Muslims who live in India with sincerity and patriotism, we don’t have any agitation against them. But we have objections against those who lived in India and favour Pakistan and carried out activities against the country. Anti- national activities are being done in Madrasas. We have objection against it. We do not have any kind of objection against spiritual religious education to the children. Pooja prathna at the temple and pray in the Masjid but Pakistan Zindabad is not right. Above mention ideas were expressed by them.”

Fax Mes. Com/HM/550/ 02 Dt.27.2.02 23:59 Out No.398 from ACP, Int. G’nagar Region to IG, Guj. State IB, Gandhi Nagar says that 50 Karsevaks travelling by a special bus from Ahmedabad reached Modasa centre in village Vadagam at Taluka Dhansura at around 18:30 pm on 27.2.02. “They were received by a mob of 500 people and these kar sevaks addressed the mob and told the people how the compartment of Sabarmati Express was attacked. People present in the mob got excited and at 21:30 p.m. people from around the village gathered and the mob swelled to a huge size. To maintain law and order the force was not sufficient and about 10 paan bidi shops were set on fire. Vehicles like Jeep, Maruti and Ambassador were set on fire. Vehicles and shops seem to belong to Muslims. One Yasinbhai Multani’s shop at Kalol center TaKadi, Bavlu PS village Kalyanpur was burnt down by the mob”.

Throughout February 28, 2002 while fires were set all over Ahmedabad city, PCR records show that repeated calls from different areas to the Fire Brigade drew went answered.

The Protest Petition prays for the charge sheeting of all the accused, a transfer of the further investigation to an independent agency and an admitting of the Petition.

AMP reformulates its Governing Council, re-elects Amir Idrisi as president

Mumbai: Association of Muslim Professionals(AMP) today announced reformation of its Governing Council and election of office-bearers.

AMP is a registered Non-Profit Organization has grown exponentially in various cities across India. It is registered under the societies act.

AMP Governing Council is the highest executive body of AMP looking after all the Policy decisions of AMP. The new 15-member Governing Council with 2 Special invitees to GC has been formulated for a period of 2 years from April 2013 to March 2015. It has a composition of professionals from various walks of life who are very strong and influential with their network spread across the country. The new GC also give representation to states not represented before.

The new GC elected its new office bearers as well who are elected from among the GC members. The GC unanimously re-elected Mr. Amir Idrisi as the President of the organization for the third consecutive term and Mr. Syed Najeeb-Ur-Rahman (who is also the PR & communications Head of AMP) was elected as its General Secretary.

Speaking on this Mr. Aamir Idrisi said, “It is matter of great honour that the Governing Council has placed its firm faith on my abilities and approved of my leadership. More than a matter of pride it is a great responsibility on me. Having been elected for the third consecutive term has put even bigger responsibilities on my shoulders which I need to take care of and live up to the expectations of not just my organization but the entire community. With a team of such strong and influential people in the GC we hope that their rich experience and network across the country will help AMP to reach all over India and have strong presence everywhere.”

On his being elected as Gen. Secretary Mr. Syed Najeeb-Ur-Rahman said, “With every responsibility comes a great degree of accountability. These appointments are not just laurels but accountability to the faith the highest executive body of the organization has placed on us and it comes as a bigger responsibility to live up to their expectations and never belie the faith bestowed upon us. It is not just the organization or the community we are responsible towards, we are accountable to ourselves and our conscience as well. There are still lots to be done for the community. With such a wonderful team of professionals I am sure we can achieve our objectives and stand up to the expectations of not just the community and the society but the entire humanity.”

The President in consultation with GC will now decide about the other Key positions to be filled within the organisation which includes the administration, Finance, Projects etc.

P. Zainul Abedeen re-elected president of TNTJ

Chennai: P. Zainul Abedeen was unanimously elected as the president of Tamilnadu Thowheed Jamath,(TNTJ) for a term of three years during the 14th state general body meeting which held at Magamagam Kalayarangam in Kumbakonam on Sunday.

The Jamath demanded the central and State government to take necessary action for implementing Reservation for Muslims. The Jamath will hold the massive rally on october 8th to press for their demand of reservation.

Allegations of bias against Bihar, Jharkhand in selecting ‘model’ schools

Minority concentrated blocks are ‘recklessly ignored’ alleges some AMU alumni.

New Delhi: A group of former students of AMU have alleged that Bihar and Jharkhand, particularly the minority concentrated blocks have been ‘recklessly ignored’ while selecting Rashtriya Adarsh Vidyalaya or national model schools for development under PPP (public-private partnership) model.

The Department of School Education & Literacy in the Ministry of Human Resource Development, Government of India proposes to undertake development, operation and management of 2,500 ‘model schools’ through PPP model on design, build, finance, and operate (DBFO) basis. As a part of this project, it has decided to carry out the process for selection of private entities to which concessions for a school in each of the selected blocks may be awarded.



Such schools shall be located in villages/towns which are situated in any of the 3,203 non- educationally backward blocks selected by HRD Ministry. However, Parwez Mohammad, a Delhi based professional and an AMU alumni, who hails from Bihar alleges partiality and says that the criteria for selecting ‘backward blocks’ is arbitrary and “without any basis.”

He points out that Bihar has one of the lowest rates of literacy and hence more schools should have been chosen for the purpose. However, in this list of 3203 blocks identified for Rashtriya Adarsh Vidyalayas, Bihar has only 4 blocks identified and Jharkhand has 11 blocks identified.

Much developed state, with high literacy rates like Andhra Pradesh (390 blocks), West Bengal (276 blocks), Kerala (164 blocks), Gujarat (140 blocks), and Karnataka (107 blocks), have however, got large chunk of the share.

Parwez alleges that this government document too is badly written without reference, contact details, offices and version number, etc.

“Quality Schools are very scarce and have huge demand in Bihar and even places like Delhi schools more than 30% students are enrolled from Bihar. Because of unavailability of Quality schools in their home state, parents are forced to send their children in their tender age for quality schools in Delhi and rest of India,” Parwez added.

He alleged, “The HRD Ministry and their officials are recklessly ignoring the state of Bihar, Jharkhand and the minority concentrated population in particular as some kind of institutional bias exist amongst the policy makers against Bihar, who would want the state to remain as a labour colony for cheap supply of labours in other parts of India.”

There are 22 Blocks identified by the Ministry of Minority Affairs with more than 25% of minority populations but none of these blocks have been taken into considerations.

Parwez Mohammad, Mohammad Aslam and other senior alumni of AMU, who in the past too have been raising issues concerning the empowerment of minorities, have hence demanded an investigations into what he called as “institutional bias” and demanded actions against those officials who are “conspiring to recklessly ignore the most poor and backward population of India by preventing them from quality education.”
