New Delhi: Only one Muslim educational organization has been selected as the Rashtriya Adarsh Vidyalaya (national model school) to be upgraded through Public Private Partnership (PPP) across country.
The Department of School Education & Literacy, Ministry of Human Resource Development, Government of India is engaged in the provision of education, especially for the under privileged population with particular emphasis on girls, minorities and SC/ST and as part of this endeavour. The authority proposes to undertake development, operation and management of 2,500 Rashtriya Adarsh Vidyalaya through Public-Private Partnership (the “PPP”) on Design, Build, Finance, and Operate (the "DBFO" ) basis. The school shall be located in villages/towns which are situated in any of the 3,203 non- educationally backward blocks selected by HRD Ministry throughout India. As a part of this Project, it has decided to carry out the process for selection of private entities to which concessions for a school in each of the selected Blocks (the “School”) may be awarded.
As per the declaration of list of shortlisted applicants & selection of blocks for Pilot Phase of Rashtriya Adarsh Vidyalaya through Public Private Partnership by Department of School Education & Literacy, Ministry of Human Resource Development, Government of India on 18-April-2013 but out of total 11 minority educational organizations only one of them got selected throughout India.
The interesting part is that some of these organizations had applied for three or four model school in different localities. Most of these organizations are well reputed and already running with CBSE and state boards well managed schools up-to class XII. These organizations vigorously campaigned for their institutes and put no stone upturned but to their surprise and horror, any of minority institute has not got the approval. There are 65 organizations throughout India out of 41 selected blocks for the pilot phase of the Model School scheme under Public-Private Partnership mode have been selected in this final published list but even the educationally very backward states like Bihar and Jharkhand is also completely missing from this list.
TCN had reported earlier about the alleged biased selection of proposed blocks at all India level and places like Bihar, Jharkhand and minority concentrated blocks has been ignored in this PPP model.
A group of senior AMU alumni who are leading a campaign for minority issues, led by Parwez Mohammad alleged, “The HRD Ministry and their officials have recklessly ignored the minority applicants from the states of Bihar and Jharkhand as there are an institutional bias within the decision making of HRD Ministry.”
They have hence demanded an investigation in the whole affair.
